Dear Sir / Madam:

We kindly request you to submit your Proposal for Hiring Firm/ NGO for the Consultancy Support for Improved Food and Nutrition Security Programme. Please be guided by the form attached hereto as Annex 2, in preparing your Proposal.  Proposals may be submitted on or before the deadline indicated in the system directly in the portal.  It is your responsibility to ensure that your quotation is submitted before the deadline. Offers received after the submission deadline outside the online portal, for whatever reason, will not be considered for evaluation.


The NGO/Firm selected will work closely with the project team based on Wabag, Enga Province and project experts as well as review the existing documents prepared by project experts including feasibility assessment reports conducted by the project during the initial phase of the project to implement the activities within the climate change and biodiversity component of the project. The NGO/Firm will perform following tasks: 
Activity 1.1. Strengthened improved food and nutrition security in the province through building lead farmers capacity and establishing a monitoring and feedback mechanism.
1.1.1.  Establishing a monitoring and feedback processes.
 Under this activity, the firm/NGO will establish a monitoring and feedback processes in close coordination with the Enga Provincial Department of Agriculture and Livestock (DAL) officials. Key officials from the department were engaged in providing trainings to lead farmers in the Enga Province during the initial phase of the project implementation. 
1.1.2. Develop a strategy for the promotion of low-emission livestock practices.
 In close consultation with the Enga Provincial Government and relevant partners based in Enga, draft a strategy for the promotion of low-emission livestock practices through enhanced management of grazing land, fodder production, promotion of stall feeding, and breed improvement. 
Activity 1.2. 2. Enhanced climate resilience and transformation in the agriculture sector in the province.
1.2.1. Promote Sustainable Land Management (SLM) using range of SLM technologies.
The NGO/Firm will together with the Department of Agriculture, Enga Provincial Government must identify and promote range of Agriculture Land Development/Sustainable Land Management technologies in the province. This activity must help reclaim degraded land while preventing further land degradation and enhance soil fertility by leading to adoption range of SLM technologies such as bench terracing, hedgerows plantations, stone bundling etc in selective sites and train lead farmers and provincial staff on implementation of SLM technologies in their communities. Demonstration of such SLM technologies will be carried out in the model village that the project will identify to showcase and promote climate-smart agriculture practices. 
1.2.2. Promote commercialization of organically produced agriculture produce through cooperatives system (certification, branding, marketing: value chain development) 
The firm/NGO will work closely with relevant agencies to promote commercialization of at least three organically produced farm produce (supported under low-value grants) through post-production value-addition making use of the cooperatives system (certification, branding, packaging, marketing/market linkage, value chain development) working together with relevant technical agencies. This will involve support to certification of organic (niche) products, if possible, in partnership with private enterprises, branding of (certified) organic products for the internal and international market and targeted marketing of identified products.
