Furthermore, digital platforms facilitate greater transparency and accountability in government operations. Through online portals and databases, citizens can access a wealth of information regarding public services, budgets, and policy decisions. This transparency fosters trust between government institutions and the public, as citizens can easily monitor how their tax dollars are being allocated and hold officials accountable for their actions
OBJECTIVE AND SCOPE OF INTERVENTION
Ministry of Public Administration, Home Affairs, Provincial Councils and Local Government has begun a comprehensive digital transformation strategy for the Ministry. The strategy aims to digitalize its various services provided to the public sector, including developing an e-Human Resources Management System (e-HRMS). As such, one of the initial processes of this initiative will be to conduct a Business Process Re-engineering (BPR) exercise to understand the current processes and reduce any duplication and/or redundancies when developing the new e-HRMS.
The Service Provider will be tasked with designing and carrying out the BPR exercise within the Ministry of Public Administration, Home Affairs, Provincial Councils, and Local Government, on behalf of UNDP Sri Lanka.
Scope
This assignment consists of four main outputs:

· Provide an inception report detailing their work-plan including tasks and timelines.
· Map all relevant existing processes within the Ministry of Public Administration, Home Affairs, Provincial Councils, and Local Government that fall within the scope of the assignment.
· Identify any gaps, duplication or redundancies within the existing system and devise solutions to address these.
· Re-design a new, streamlined efficient and user centric process for the Ministry of Public Administration, Home Affairs, Provincial Councils, and Local Government
