Introduction :

The overall objective is to strengthen the capacities of Tanzania Law Enforcement Agencies to better address challenges related to trafficking in persons, and child sexual exploitation and abuse, particularly the international dimensions – which includes online offences. The National Centre for Missing and Exploited Children (NCMEC) collate all worldwide reports of online child abuse, which includes livestreaming of child abuse, sextortion type offences and the sharing of Child Sexual Abuse material (CSAM). NCMEC attempt to identify which country each of these incidents originated in. They then disseminate secure intelligence packages to the relevant law enforcement authority in that country (usually through the countries Interpol terminal). Tanzania currently has 8385 such reports per year (2022 figures). Tanzania Police Force have requested that NCMEC do not forward these reports at this stage, as they do not have the ability to deal with them. In addition to this, each Interpol terminal has the capability of accessing Interpol’s International Child Sexual Abuse database (ICSA). This is a useful tool when it comes to victim identification; and the welfare of law enforcement officers dealing with online child abuse, as it can drastically reduce the amount of child abuse images that the officer has to view during an investigation.

Specifically, the objectives are:

  1. Provision of the appropriate training and authority to utilise a software solution that can receive NCMEC reports via an Interpol terminal situated within the AHTCP-TF
  2. Provision and appropriate training and authority to utilise a software solution that can gain access to the ICSA database through the Interpol terminal within the AHTCP-TF.
  3. Digital Forensics training to AHTCP-TF staff that would enable them to examine offender’s media and storage devices, identify and process any CSAM, and enable it to be presented to an evidential standard (This would be crucial due to the increased demand brought about by objectives 1 & 2).
  4. Victim identification training which would enable law enforcement to identify, locate and safeguard victims that were abused in the CSAM that they recovered from offenders.
  5. Provision of a software solution that would enable Tanzania to develop a localized database for CSAM that has originated within the country/region.

UNDP Tanzania is looking for a company/firm to undertake a consultancy service for Specialized Training for Law Enforcement Agencies under the Support Implementation to Building Sustainable Anti – Corruption Action in Tanzania-Programme – Serious Organized Crime Project.
