About the Meeting Targets and Maintaining Epidemic Control (EpiC) Project
In 2019, the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID) awarded FHI 360 the Meeting Targets and Maintaining Epidemic Control (EpiC) project. This eight-year global project works in partnership with and strengthens the capacity of governments, civil society organizations, other PEPFAR implementing partners and the private sector to introduce innovations and expand evidence-based HIV services to unprecedented levels of scale, coverage, quality, effectiveness, and efficiency.
In India, EpiC focuses on strengthening the organizational and resource mobilization capacity of local key population (KP)-led civil society organizations (CSOs) for self-reliance and a sustained response to HIV and AIDS. Local CSOs working with KP andpeople living with HIV (PLHIV) are being supported by EpiC across priority districts of Maharashtra and Telangana states.
II.Scope of Work
EpiC India is currently working with KP-led CSOs in Telangana and Maharashtra states and national level network organizations to strengthen their management and resource mobilization capacity. The goal of the project is to support CSOs to diversify their funding base, which in turn may lead to financial sustainability and their sustained engagement in the HIV/AIDS response within their respective states/ districts. One of the primary needs identified for CSOs is to increase their funding to sustain and expand their ongoing work to serve the communities they represent.
FHI 360 is seeking to engage an agency to provide demand driven resource mobilization support to 12 EpiC supported CSOs across eight districts in Maharashtra and Telangana[1] and two cities nationally (Delhi and Mumbai) for undertaking the below listed tasks:
- Task 1: Support 12 EpiC CSOs to undertake programmatic needs assessment which includes documenting their programmatic gaps, community needs, and anticipated program outcome/impact.
- Task 2: Create a list and brief profiles of potential and most promising funding options including but not limited to corporate social responsibility (CSR) funding, high net worth individuals (HNI), diaspora groups, crowd funding and other donors interested in or who have previously funded similar organizations.
- Task 3: Provide guidance and nurturing support to the 12 EpiC CSOs to develop proposal materials, proposals based on programmatic needs, and training support for making pitch presentations.
How to Apply:
1.Technical proposal:
- Agencies are encouraged to put-in a brief proposal (4-5 pages or 10-15 slides) highlighting their background and credentials of any similar resource mobilisation support to NGOs/ CSOs work undertaken in the recent past.
- An outline on the way this assignment will be approached to be defined. We are interested to know how the agency proposes to (i) support the CSOs in improving their approach to resource mobilisation; and ii) mentor the local CSO staff to ensure that their team has skills to continue the resource mobilisation engagement on their own.
- The proposal should mention the timeline for completing the deliverables.
- A few work samples of similar work supported in the past to be shared electronically.
- Information about the personnel that would be working on this project to be provided.
- Names and contact details of up to 3 clients with summary of the scope of work undertaken for them.
2.Financial proposal:
A detailed budget with estimated input costs for the above scope is requested. Budget to include personnel level of effort and cost, travel including boarding/lodging (average travel cost to be estimated considering the travel being made to Delhi and Mumbai and four districts each in Telangana and Maharashtra), and others as applicable. Applicable taxes to be estimated additionally.
