Guided by the global UNDP Strategic Plan (2022–2025) and UNDP Country Programme for Lao PDR (2022 – 2026), UNDP in Lao PDR works closely with the line Ministries, mass organizations, civil society, development partners, and the private sector at both national and sub-national levels in pursuit of the national socio-economic development priorities defined in Lao PDR’s five-year National Socio-Economic Development Plan (NSEDP) and Sustainable Development Goals (SDGs). The UNDP’s work is strongly focused on the provision of policy advice and technical support to the Government of Lao PDR in the design and implementation of national legislation and strategies across four broad Priority Pillars – (1) inclusive growth and reduced inequalities, (2) UXO clearance and risk education, (3) natural resources, climate change and disaster risk reduction, as well as (4) effective, responsive, and accountable governance.

UNDP has a long history working in Lao PDR. UNDP’s comparative advantage has been its ability to work closely with a very broad range of government and local-level institutions at all levels. The new UNDP country programme is aligned with the 9th NSEDP and is anchored in UNDP’s long-term partnership with the Government of more than three decades. The new programme builds on the achievements of the previous CPD that saw the incorporation of the SDGs into the national planning architecture. It will aim to support Lao PDR to recover from the economic and social impacts of the COVID-19 pandemic and continue its transition from LDC status, with a particular emphasis on supporting inclusive growth and reducing inequality.

 

Climate Promise 2025 Project Description:

As part of the UN Secretary-General’s Climate Action Summit in 2019, the United Nations Development Programme (UNDP) pledged to support at least 100 countries to enhance their Nationally Determined Contributions (NDCs) ahead of COP26. This pledge turned into UNDP’s Climate Promise, which is now the world’s largest offer of support to developing countries on NDC enhancement, supporting 140 countries and contributing to an increase of climate mitigation and adaptation ambition. This success has led to an overwhelming demand from countries to receive UNDP’s continued support in the NDC 3.0 revision, supporting the countries to enhance their ambitions toward net zero emissions by 2050.

In response, The UNDP Climate Promise 2025 aims to support the UN system’s coordinated efforts toward advancing NDC 3.0. The project’s primary purpose is to assist the Government of Lao PDR in revising its NDC with a high level of ambition, integrating nature-climate linkages, gender inclusion, and other critical considerations.  The main project goal is based on 3 pillars: 1.) Scale and Speed: Utilize the NDC as a gateway to   deliver and monitor ambitious climate actions across sectors and thematic areas, enabling the achievement of bold targets outlined in the revised and enhanced NDCs. 2.) Amplifying Ambition: Link robust, integrated NDCs to long-term net-zero and climate-resilient pathways, as well as the next NDC cycle, to chart a path toward climate neutrality. 3.) Lasting Inclusivity: Systematically engage and empower key societal actors to accelerate NDC implementation and establish long-term net-zero and climate-resilient development pathways. The project will be implemented over 1.5 years, from January 2025 to June 2026. 

Under the Climate Promise 2025, Department of Climate Change (DCC), Ministry of Natural Resources and Environment (MONRE) Jointly UNDP as core team to review the NDC 3.0. The goal of reviewing NDC 3.0 (Nationally Determined Contributions 3.0) is to assess, update, and enhance a country’s climate action commitments under the Paris Agreement, ensuring that they align with the outcomes of the Global Stock take, current climate impacts evidence, and the country’s development objectives, while reflecting higher ambitions beyond the latest NDC.

Under the Climate Promise 2025 Project, one technical working group of national consultants will be mobilized. The group will work with Technical and Policy Advisor (Team lead), UNDP and MONRE team and will be required to deliver individual products and also to work across the NDC core team through a series of write shops to ensure coherent and effective NDC analysis and suggested actions.  The consultant team includes team members as follows:

·       01 National Senior Climate Change Advisor: National leader of the overall review an development process and cover Agriculture, Forestry and Other Land Use sector supporting.

·       01 National consultant: Support for Energy, Transport, Industry sector.

·       01 National consultant: Support for Waste and water resources.

·       01 National consultant: Support for Health, Child protection and Education.

Objective

The objective of this consultancy is to provide technical and coordination support to the Team lead for a NDC 3.0 development in Lao PDR. The consultant team will closely collaborate with the Team lead, UNDP, the Department of Climate Change, and relevant stakeholders to ensure effective stakeholder coordination, consultations, data collection, and Lao-language translation support as needed. This support aims to provide the Team Lead with local desk research, sectoral targets and indicators revision, and stakeholder engagement necessary for the task below.

·       Analysis of potential natural- based solutions for both mitigation and adaptation components across prioritized sectors.

·       Development of the NDC review and update approach and methodology across sectors, guiding the 5 national consultants to consolidate inputs from prioritized sectors to develop and analyze GHG emissions scenarios.

·       Development of substantive discussion/issues papers on mitigation-adaptation progress, future adaptation-mitigation pathways, targets, priority plans and indicators during 2025-2035 for Lao PDR’s NDC for stakeholder consultations.

·       Develop the draft NDC 3.0 and finalize NDC 3.0 timely with the support of national consultants.

Scope of Work

In general, the task of this of this consultancy are summarised as below:

Task 1: Lead initial data collection and consultations to support the Team lead in analyzing potential nature-based solutions for mitigation and adaptation in each prioritized sector.

  • Provide data collection support and validation, especially regarding sectoral data during the desk review of current progress against NDC 2.0, sectoral implementation plans, and future sectoral plans and investment plan that can contribute to sectoral NDCs.
  • Collect and review data/information on relevant national and local regulatory and policy matters to support the Team Lead. This will include:
    • Reviewing and assessing current national and local policies, strategies, practices and other relevant data that support the NbS Analysis
    • Identifying key stakeholders involved in these sectors and leading consultations with them on potential sectoral strategies and policy changes.
  • Provide sufficient data support to the Team Lead and ensure he/she has the necessary data to identify potential nature-based solutions in each sector.
  • Support the Team Lead in developing the report on potential nature-based solutions analysis.

Task 2:  Lead local stakeholder consultations and data collection (including translation from Lao to English) to support the NDC review and update sectoral inputs for GHG emissions reductions scenario development.

·       Data Collection and Validation for the Mitigation section:

·       Gather data on sectoral development plans, strategies, policies, interventions, programs/projects and investment plans from a variety of sources, such as government reports, sector-specific plans, academia,  industry data, and local surveys -consultations with inter-governmental agencies  to provide the necessary information for developing GHG emissions scenarios.

o   Verify that the collected data is accurate, reliable, and in compliance with national GHG inventory protocols. Ensure the data is consistent with international standards for emissions reporting and analysis.

·       Stakeholder Consultation: Engage with stakeholders from prioritized sectors, including industry associations, businesses, government agencies, and civil society organizations to solicit key insights, identify gaps and challenges and upcoming sectoral development plans to ensure relevance and alignment with national economic -social development and other strategic plans. This will include planning, coordination, facilitating and conducting stakeholder consultations and taking notes and summaries to provide to the Team lead, UNDP and DCC.

·       Support the NDC 2.0 review and update inputs from prioritized sectors to develop and analyze GHG emissions reduction scenarios that will be included in NDC 3.0. This support should cover, but not limited to providing technical input, facilitating communication between the Team Lead and local stakeholders to validate information and seek feedback etc.

Task 3: Preparing substantive discussion/issues papers on mitigation – adaptation progress, future adaptation-mitigation pathways, targets, priority plans, and indicators for Lao PDR’s NDC during 2025-2035, to facilitate stakeholder consultations:

·        Data collection and validation for the adaptation section:

o   Gather data on current progress made against the NDC 2.0, gaps, challenges

o   Explore sectoral adaptation plans, strategies, policies, interventions, and investment plans from a variety of sources, such as government reports, sector-specific plans, industry data, local surveys and key stakeholder consultation, to provide the necessary information for adaptation section and other NDC packages.

·       Verify that the collected data is accurate, reliable, and in compliance with national adaptation plans. Ensure the data is consistent with international standards for global goals of adaptation.

·       Guide, develop and finalize a thematic policy discussion brief on the relevant themes based on insights from existing sources, stakeholders’ engagement and guidance from Tead Lead to ensure the policy brief reflected the NDC 3.0 concept development and global practices and guidelines.

·       Lead the consultations with key sectors under mitigation-adaptation sections, to finalize targets, policy directions, interventions and indicators that will contribute to NDC 3.0 work packages.  

Task 4: Develop the draft NDC 3.0 and support to finalize NDC 3.0 timely

  • Work closely with key sectors to develop sectoral technical reports under the related themes, ensuring their incorporation into each chapter of NDC 3.0 within the scheduled timeframe.
  • Incorporate feedback on the technical report from peer reviews by Team leader, UNDP, DCC, and relevant key stakeholders, if necessary.

Task 5: Capacity building, consultation and validation workshop.

  • Conduct regular check-in calls/ meetings with focal points of each sector, identifying any progress, key challenges and how to address those challenges.
  • Support, facilitate, and lead sectoral consultations, training, and validation workshops under the relevant themes.

Task 6: Coordinate and liaise with all members of the core team.

  • Act as a central point of contact between the core team members, stakeholders, and partners, ensuring that communication flows smoothly.
  • Act on behalf of the Team leader to support and facilitate the meetings, consultations and workshops, if the advisor is not present.
  • Assist the team leader in creating, organizing, and maintaining all related documents, ensuring that they are clear, accurate, and aligned with project objectives and timelines.

·       Prepare and submit regular reports on the status of work progress made by the National Consultants to the TA, UNDP, DCC, highlighting potential issues or areas where further support may be needed.

  • Provide peer review to ensure that all key sectoral insights and feedback are qualified, accurate, complete and appropriately included in relevant chapters of the NDC 3.0.
  • Ensure that all technical reports are properly compiled, proofread, and formatted, and assist(both in Lao and English) in preparing final reports or summaries for approval from technical and policy advisors and other relevant authorities.
