Scope of Service:

Background Information and Rationale, Project Description 

The UNDP STEPS project funded by USAID supports the NA and PPAs comprehensively in developing their capacities to perform their constitutional functions of law-making, oversight, and representation. One important element of the project’s support is to assist the NA in parliamentary diplomacy, in particular to address the NA’s capacity needs for participating in key regional and global inter-parliamentary fora. In 2024, Lao PDR will assume the chairmanship of the Association of South East Asian Nations (ASEAN), and the NA will host the ASEAN Inter-Parliamentary Assembly (AIPA).

For the NA, the committees lead the preparations for hosting AIPA. The Foreign Affairs Committee (FAC) is in charge of overall coordination, and works with the International Cooperation and Project Management Secretariat (ICPMS) to plan and deliver the necessary knowledge and capacity-building for NA Members and staff participating in AIPA in 2024.

For the AIPA General Assembly, the NA’s delegation will consist of up to 15 MPs, including the NA President and Vice President and the Chairs and members of the FAC, Planning and Financial Affairs Committee (PFAC), Social and Cultural Affairs Committee (SCAC), and the Economy, Technology, and Environment Committee (ETEC) who will chair and participate in the respective AIPA standing committees. The NA’s AIPA Secretariat will be supported by the respective NA committee staff to assist in the operation of the AIPA committees, and the staff of the Secretariat Committee and the NA Institute of Legislative Studies (ILS) who will provide administrative and technical support to the AIPA meetings and the General Assembly.

Through the FAC, the NA has requested support of STEPS in preparing NA committees, Members and staff for their duties in hosting AIPA workshops, committee meetings and the General Assembly. From this, STEPS has outlined the expected capacity development requirements to develop knowledge and skills ahead of AIPA events.

UNDP seeks the services of a parliamentary training provider with experience in AIPA support to provide training and mentoring support to MPs and staff of the NA to help prepare for their work at the AIPA Assembly.

Specific Objectives

The objectives of the assignment are:

A        To prepare the NA’s members and staff supporting AIPA events for their duties in hosting AIPA by building essential knowledge of the operations, rules and practices of AIPA

B        To develop the skills of MPs and staff to operate effectively as hosts, organizers and facilitators of AIPA proceedings.

C        To sustainably build the readiness of the NA members and staff to actively engage in parliamentary diplomacy in bilateral and multilateral settings, including through consolidating briefing materials for MPs and staff.

Scope 

The contractor will develop modules for AIPA knowledge and skills building; and train and mentor NA Members and staff.

In particular, the contractor will:

·         Design and develop six approximately half-day modules for NA staff to impart knowledge on AIPA procedure and to develop skills to engage effectively in AIPA proceedings, covering:

1.       Fundamental knowledge of AIPA.

2.       Rules and practices of AIPA Standing Committees.

3.       Basic knowledge of how to find information for drafting statements, documents etc. to serve the ASEAN Inter-Parliamentary Assembly.

4.       Methods and procedures for drafting reports, resolutions, leadership remarks, and other relevant documents for the AIPA Assembly.

5.       Communication and negotiation skills at AIPA meetings, and to provide services to the committee and meeting chairman.

6.       Understanding and preparing AIPA-related documents; using ICT for international conferences.

·         Deliver training based on these six modules, workshop-based, in Lao PDR over two weeks, in collaboration with Government and National Assembly representatives of Lao PDR and other international organisations supporting AIPA Preparation through STEPS.

·         Provide inputs into a handbook for NA staff, consolidating guidance notes, presentation input and training materials used; working with NA staff and other international organisations supporting AIPA Preparation through STEPS.

·         Design and develop briefing and presentation materials to Members of the NA, including NA President and Vice President and the Chairs and members of the FAC, Planning and Financial Affairs Committee (PFAC), Social and Cultural Affairs Committee (SCAC), and the Economy, Technology, and Environment Committee (ETEC), covering:

o   Fundamental knowledge of AIPA and the General Assembly

o   Basic understanding of drafting resolutions and presenting them at meetings

o   Providing feedback on draft resolutions

o   Preparing meeting minutes and a joint statement

o   Briefing on rules and practices of AIPA committees

·         Provide inputs into a handbook for MPs, consolidating guidance notes, presentation input and materials used; working with NA staff and other international organisations supporting AIPA Preparation through STEPS.

·         Provide responsive follow-up advisory services to participating NA Members and staff to help them put the knowledge and skills into practice in advance of the AIPA committee meetings and General Assembly. Deliver up to 30 total person hours of on-demand advisory support in the period of May to September 2024.

·         Deliver refresher training in advance of the AIPA Assembly, in person in Lao PDR over one week, responding to the needs of Members and staff as they arise during the period of contract.
