World Vision International (WVI,) together with its affiliated offices across the globe that make up the World Vision Partnership, (“World Vision”) invites your organization to submit your proposal against RFQ 3069894 – Data Governance Support – Assistant Coordinator
to support the development of referral and deduplication mechanisms and other data coordination requirements in the Ukraine response, through a data governance framework which promotes more accountability and transparency from aid agencies.
Location : Ukraine .
Duration : 5 months – 1 February – 30 June 2024

Primary roles :
- To provide direct support to existing coordinators and focal points in the process of developing referral mechanisms within NGO consortia in Ukraine, including:
- help to launch and maintain the service mapping required for successful referrals
- liaise and advocate with existing stakeholders (e.g. Protection Cluster, Cash Working Group) to coordinate efforts
- To provide direct support to existing coordinators and focal points in the process of developing deduplication mechanisms within NGO consortia in Ukraine, including:
- To guide the NGO consortia in implementing effective data governance structures to ensure that referrals and deduplication are carried out in a secure and accountable way, including:
- Liaising with legal staff within stakeholder organisations to ensure any framework is coherent with their internal policies and national law.
- Liaising with government stakeholders to plan for a longer-term involvement and handover of referrals and (potentially) referral mechanism.
Secondary roles
- To support the work of the CCD in building organisational and individual knowledge of digital governance knowledge across multiple organisations, including:
- organise digital literacy workshops for key stakeholders
- facilitate discussions and refreshers on responsible data practices
- support practitioner networks around these topics
Deliverables (tbd)
- Support provided to consortia (including URC, Dorijka, CCD).
- Proof of Concepts (PoCs) delivered

Competencies
- Strong interpersonal skills – proven ability to build rapport and relationships
- Demonstratable creative thinking, analysis, synthesis, communication, influencing, and engaging skills
- Strong project and information management skills, with the ability to coordinate across various teams.
Language:
- Ideally Fluent in Ukrainian and English
Academic qualifications:
- Bachelors degree in Behavioural Psychology, Systems Change, Anthropology, Ethics, Law, Data Protection, Information Technology, Business Administration or equivalent related to field
Experience required:
- Practical experience in data collection, analysis, and sharing processes and deduplication, referrals, and interoperability
- Proven ability to initiate, manage and influence complex cross-sector/multi-sector relationships
- Strong interpersonal skills – proven ability to build rapport and relationships
- Strong project and information management skills, with the ability to coordinate across various teams.
