Overview

The primary responsibility of RISE Senior Technical officer will be to coordinate the RISE portfolio by ensuring all the RISE targets are met. A significant area of focus of this work is to support the technical and operational capacity of community health care workers, district hospital healthcare workers to ensure quality case management at home-based care and facility levels. They will work closely with the RISE team to ensure the team provide high quality in RISE interventions by creating demand, reaching RISE targets. They will be reporting to the RISE Technical Advisor.

Responsibilities

Responsibilities will be but not limited to:

  • Ensure that implementation of RISE activities adheres to the GOR and Standard Operating Procedures (SOPs).
  • Monitor service delivery and ensure reaching targets for RISE
  • Provider motorship support to COVID 19 Treatment center staff through a Community of Practice, including facilitation of case discussions
  • Support sites to strengthen COVID-19 services according to National guidelines and RISE scope of work.
  • Ensure coordination between service providers and RISE beneficiaries
  • Coordinate with Health Facility Data Managers to ensure high quality of the data reports and timely reporting; use data reports for programming
  • Document experiences; RISE Project site visits, activity reports, presentations, and success stories.
  • Identify opportunities for the program to increase demand, efficiency and quality of program delivery.
  • Monthly preparation of the scope activities, budget preparation and control.
  • Ability to travel 60% of working time
  • Perform any other tasks as assigned by the Supervisor.
  • Ensure data collection and reporting tools are implemented consistently
  • Contribute to program reporting and related documentation needs for assigned technical areas
  • Participate in stakeholder meetings and deliver presentations, as needed
  • Communications for social mobilization and building vaccine confidence, including mitigation of specific misinformation & vaccine hesitancy in coordination with National Immunization Technical Advisory Group (NITAG)
  • Support dissemination of job aids and Standard Operating Procedure (SOPs) for home-based care (HBC) and health facility;
  • Ensure that Infection Prevention and Control (IPC) principles are applied, disseminate job aids and SOPs

Required Qualifications

Required Qualifications:

  • Bachelor degree in Nursing, Community development, Social Sciences, Demography, public health or another relevant field.
  • Minimum 5 years in clinical services such as HIV prevention, care and treatment , NCDs Programs is strongly required
  • (Fluent) speaking/reading English, French and Kinyarwanda preferred
  • Familiarity with USAID or other USG regulations and compliance, reporting procedures and systems; and International NGOs as well
  • Proven experience in adult learning methodologies, mentorship of health providers is required
  • Additional training in COVID-19 Case management, Training of trainers in different clinical skills will be an added advantage
  • Demonstrated ability in working and collaborating with a wide range of local and international partner organizations
  • Demonstrated a depth understanding of Rwandan healthcare system especially experience in working with community health workers and/or peer educators.
  • Highly flexible to accept dual multiple roles and extra tasks
  • Knowledge of Office 365 required
