OBJECTIVES OF THE PROGRAMME
The Budget and Finance Unit (BFU) is responsible to develop and implement an efficient system of budgetary and financial services, effective operations and a sound and transparent financial information delivery system. The unit is entrusted with ensuring compliance with WHO’s financial regulations and rules, policies and procedures and maintaining strong internal controls to effectively discharge WHO’s accountability to Member States, donors and partners.
DESCRIPTION OF DUTIES
1. Ensures strict compliance with accounting standards including the application of IPSAS and other financial policies and procedures;
2. Oversees the opening and closing of bank accounts and maintains the repository of bank signatories ensuring appropriate internal control and segregation of duties;
3. Prepares cost estimates and monitors the financial performance of projects implemented;
4. Consolidates financial data, analyzing and preparing the financial reports for the department/ region/country offices;
5. Facilitates and implements the efficient running of financial operations;
6. Reviews requests for payments and allocation of funds;
7. Manages annual and biennial closures by liaising with relevant offices across the organization to ensure the accuracy of the financial position and performance of the entity;
8. Plans, carries out and reports on findings of the post facto financial compliance;
9. Participates in regional review missions and analyzes the results across different mission reports to improve financial compliance ;
10. Carries out general ledger analysis and related follow up, ensuring qualitatively high integrity of the General Ledger and Sub ledger balances;
11. Plans, organizes, and manages the work of the team, supporting capacity building in related areas of work requiring attention and recommending improvements in work methods and processes;
12. Supports in the capacity assessment of implementing partners for grantees, prepares, monitors and reports on the progress of assurance plans;
13. Optimizes performance of the staff through continuous learning, workload management and workflow improvements; and
14. Performs all other related duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential: A first university degree in business administration/management with specialization in finance or accounting, finance, accounting or related field.
Desirable: An advanced university degree (Masters level or above) in business administration/management with specialization in finance or accounting, finance, accounting or related field. Possession of an internationally recognized professional accounting designation (CA, CPA, ACCA, CIMA, etc.)
Experience
Essential: At least five years of professional experience, with relevant international exposure, in a finance and accounting support operation.
Desirable: Experience working with the UN system. Demonstrated experience in accounting and consolidation of financial data using ERP systems or similar packages. At least 2 years of international experience in a supervisory role.

Skills
- Sounds knowledge and skills in finance, accounting, management policies, practices and procedures, including the application of IPSAS (or IFRS);
- Knowledge of internal control and demonstrated skill in applying these in business processes. Knowledge of audit and compliance function. Ability to identify issues, formulate opinions, make conclusions and recommendations.
- Proven skill to demonstrate professional competence and mastery of accounts and budgetary matters.
- Good drafting and communication skills. Sound analytical skills and attention to details.
- Sound skills in utilizing Enterprise Resource Planning systems or similar packages.
- Strong computer skills in office applications including excel, PowerPoint, and word.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121, (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
