Qualifications

Purpose of the position:

 

The purpose of this vacancy is to develop a list of qualified candidates for inclusion in the advertised roster for WHO Health Emergency Programme (WHE), Nepal. Successful candidates will be placed on the roster and subsequently may be selected for the assignments falling in this area of work or for similar requirements/tasks/deliverables. Inclusion in the roster does not guarantee selection to a SSA Contract. There is no commitment on either side.

 

 

 

 

The Objective of the Programme:

 

The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by supporting the Ministry of Health and Population (MoHP), Government of Nepal (GoN) in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO’s technical cooperation programmes at the country level. The Country Office collaborates with the Government of Nepal and relevant stakeholders in support of their efforts of achieving national health goals; ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national-level policy technical forums. WHO provides guidance and technical support in organizing the humanitarian health response following multi-hazard emergencies and in revitalizing the capacity of the health sector to recover and rebuild from emergencies in appropriate and sustainable ways. In the inter-emergency period the objectives are to increase the capacity and resilience of the Nepal Health System to reduce risk, prevent and prepare for disasters, to mitigate adverse health consequences, through supporting the Emergency Risk Management interventions prioritized in the national plan for the implementation of the Sendai Framework for Disaster Risk Reduction (2015-2030); and the health security interventions for enhancement of core capacities required to comply with the International Health Regulations (IHR) 2005 as prioritized in the National Action Plan on Health Security (NAPHS), National Action Plan on Anti-Microbial Resistance (NAP-AMR) One and National Pandemic Preparedness and Response Plan (NPPRP).WHO strives to integrate and harmonize the actions undertaken for enhanced One Health, Food Safety, ERM and Health Security with the interventions implemented to achieve the health-related Sustainable Development Goals (SDGs) and health systems strengthening through appropriate capacity building and co-ordination mechanisms and partnerships. The WHO Health Emergencies Programme (WHE) supports the MoHP, GoN to direct and coordinate the rapid provision of life-saving emergency health interventions at scale in the aftermath of multi-hazard emergencies and disasters and subsequently assists in the rapid recovery of the health system in collaboration with national and international partners. Thereupon it provides technical support to the MoHP and partners to enhance health sector emergency risk management through prevention risk reduction or mitigation; preparedness and response readiness to build a health system that is resilient to multi-hazard disasters including public health emergencies.

 

Summary of Assigned Duties

 

Under the overall guidance of WHO Representative, Incident manager, WHO Incident Management Team / Team Lead (WHE), direct supervision of the National Professional Officer (Project and Partnerships Management) and in coordination with other teams within WHO Country Office, Individual will support WHO field colleagues as a counsel and perform the following tasks:

 

  1.  Provide technical support to the national and sub-national level for on-going and protracted emergencies, in line with established global, regional standards as well as aligning with national recommendations.
  2. Support the development of multi-hazard response plans and contingency plan, by reviewing these plans to ensure their coherence and consistency with global and regional policies for WHO emergency operations. 
  3. Assist in developing country project proposals for emergency response operations, in coordination with the other WHE staff and the Partnerships team to ensure overall national and sub-national coherence.
  4.  

    Identify key capacity building needs of partners and government authorities and support to develop required resources to address identified capacities. 

  5. Support enhancing capacity of health care workers by delivering required resources and activities to strengthen operational capacities of national and sub-national health system; 
  6. Support to identify opportunities for collaboration with partners and where applicable with local authorities 
  7. Contribute to development of policies, technical standards, guidelines and Standard Operating Procedures (SOPs), and their application at the national and sub-national level aligning to national plan, polices, strategies and roadmaps. . 
  8. Participate in the WHE Emergency, Incident Management Team for acute emergencies, in support to Country Offices, as needed; deploy immediately to acute emergencies, as requested. 
  9. Support to develop donor-related briefs and reports, and other communication materials, to enhance WHO and WHE visibility at time of emergencies. 
  10. To guide and support each province in continuously monitoring (using tools and indicators for new subnational health security action plan) and documentation to prioritize and advance their capacity and readiness system 
  11. Provide strategic guidance, advocacy and advice to MOH, provincial authorities and relevant sectors in implementation of national and subnational health security action plan. 
  12. Provide technical support to relevant authorities at national and sub-national level and relevant sectors in developing roadmap and multisectoral and provincial action plans. 
  13. Build sub-national and community-level initiatives: Build relationships with community leaders and stakeholders and mobilizing resources to address health emergencies and disasters.
  14.  

    Support to organize and conduct joint support assessments and missions to field operations. 

  15. Foster partnerships: Collaboration with relevant stakeholders, including government agencies, non-governmental organizations, and national and international partners, to promote multi-sectoral approaches to preparedness and response to health emergencies and disasters. 
  16. Liaise with relevant technical units of WHO as well as WHE for preparedness and response activities to any disaster and public health emergencies. 
  17. Perform other relevant duties as assigned by the team lead – WHE or WHO Representative to Nepal. This includes travelling to provinces on duty travel or duty station reassignment at any time as per program requirement. 

 

 

 

Qualifications:

 

 

 

 

Education:

 

Essential: University degree in medicine.

 

Desirable: Advanced university degree in Clinical Subjects / Public health / Crisis Management or relevant subjects.

 

 

 

 

Experience:

 

Essential: At least five years of related experience in health sector with role and responsibility in response to disaster and public health emergencies.

 

Desirable: Having previous working experience in the humanitarian emergency situations. Experience of working in international organizations preferably in WHO / the UN System would be an asset.

Other skills:

 

Good knowledge of computer applications and software including MS Office applications (specifically excel, word and ppt.). Ability to coordinate with the government, manage projects, and build partnerships with multiple partners in the context of health emergencies.

Monthly Salary: (Net of tax) NPR 239,245.00 (Grade IX) at a single rate (taxable as per Nepal Government laws and appointment will be through Special Services Agreement (SSA))
