ORGANIZATIONAL CONTEXT

This Vacancy Announcement will support the building of a pool of Information Management Officer for the Food Security Cluster. The selected candidates at the end of the recruitment process will be part of a pool that is valid for 2 years and will be expected to be assigned to any WFP operations. The selected candidates will be contacted when the need arises. The hiring team will reach out to the selected candidates regularly to update their availabilities and profiles. These roles are likely found in Headquarters (HQ), or Country Offices (COs).

JOB PURPOSE

‘Information Management’ (IM) and Analysis involves collecting, analyzing, and sharing information through high quality information products designed to assist food security cluster partners make programmatic, evidence-based and strategic decisions regarding aspects of a humanitarian crisis. Sound and effective Cluster Coordination relies on IM & analysis.

The IMO reports to the Food Security Cluster Coordinator (FSC-CC) and responds to the FSC Membership’s needs for information. The FSC IMO is responsible for the day-to-day management of the FSC IM database and products, under the technical guidance and support of the IM team at the Global FSC (gFSC).

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the HNO preparation by serving as key advisor to the FSC CC: work with the FSC-CC and members to calculate FSC PiN and severity; provide FS contributions for intersectoral analysis (based on JIAF) including participating in the analysis of the severity of needs and intersectoral PiN definition;
2. Contribute to the development of the FSC response plans, strategy and logframe (e.g. HRP), including definition of targets and financial requirement, and FSC HPC online system for project submission, serving as key advisor to the FSC-CC, and in consultation with cluster partners;
3. Lead the periodic monitoring of the response against the FSC response plans, strategy and logframe;
4. Develop and maintain database about FSC partners’ activities (both ongoing and planned), ensure accurate data processing, including data cleaning and beneficiary counting system
5. Analyse the collected data, identify major gaps in terms of geographic locations, population groups (e.g., IPC phases) and well as levels of assistance (e.g., full vs partial rations). Ensure analysis of planned interventions to facilitate operational coordination and identify areas for increased advocacy and fundraising
6. Ensure that the information and analyses are visualised and shared through appropriate IM / communication tools and channels: static and interactive dashboards, bulletins / newsletters, sitreps, PPT for partners meetings and donor roundtables, etc.
7. Put in place a funding tracking system within the FSC, so as to have up-to-date and reliable information on funding of FS activities (on top of FTS data if / as needed)
8. Develop a calendar of FS-related assessments, compile an inventory (registry and repository) of available assessments and provide FSC partners (and IPC/CH where applicable) with a list of available information/data with respective sources on a regular basis (e.g. common Cluster / Sector data sets, including population data disaggregated by age and sex, assessments and other surveys such as EFSA /CFSAM/SMART, IPC/CH);
9. Responsible for FSC “admin”: create and maintain Contact directories and mailing lists, maintain updated FSC country and the FSC Humanitarian Response webpages with all relevant material; Create and maintain the country FSC SharePoint space; Assist in organizing FSC Meetings and working groups (if applicable), share agenda, produce minutes etc.
10. Conduct capacity building for FSC partners on IM (e.g. on monitoring / reporting formats, indicators, project submission, excel use);
11. Together with the FSC-CC, support gFSC initiatives, e.g. CCPM (Cluster Coordination Performance Monitoring), global cluster annual overview, global dashboards, etc.;
12. Liaise with OCHA and IM Focal Points in other clusters, attend IM Working Group meetings or other relevant WG meetings; Support FSC-CC in coordinating with other clusters, highlighting joint responses in dedicated IM products if/as needed
13. If applicable, supervise the Information Management team of the FSC/FSS (national and sub-national level), including defining and monitoring workplans, and strengthening the capacity of the IM team members, as and when necessary;
14. Any other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Statistics, Economics, Data Management, GIS, and other related fields or First University Degree with additional years of related work experience and/or training/courses.
Experience: Minimum of 5 years of experience in data management and visualisation. Experience in humanitarian context is mandatory and experience in food security-related topics is highly desirable. Previous experience with inter-agency coordination (and food security cluster in particular) is highly desirable. Previous experience in team management is desirable.
Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

KNOWLEDGE & SKILLS

Essential:

  • Strong knowledge of and experience in using advanced Excel for database management;
  • Good knowledge of data visualization (e.g., Tableau, PowerBi, etc.);
  • Ability to present information in understandable and catchy tables, charts and graphs;
  • Ability to maintain and manage website content for the cluster;
  • Data storage and file management expertise;
  • Willingness and ability to work in difficult environments, in often stressful time-critical situations.

Desirable:

  • Data analysis using statistical software (e.g., R, SPSS, etc.);
  • Training material preparation and training delivery
  • Assessment, Survey, and Monitoring and Evaluation
  • Knowledge of humanitarian cluster system and its dynamics;
  • Knowledge of food security.
