Purpose of consultancy

Tosupportandcollaboratewiththe regional office/MemberStatesfor the development, implementation, and evaluation of national policies and strategies which ensure equitable and universal access to quality health care for improving the health, survival, and well-being of the adolescent population.

Under the overall guidance of the Director, Family Health, Gender and life course and direct supervision of the Medical Officer – Newborn, Child, and Adolescent Health, the consultant/expert will be expected to carry out time-bound assignments in one or more of the following areas related to Adolescent Health and Well-being

  • Provide technical assistance in the development, implementation, monitoring, and evaluation of the regional or national policy/strategy/action plan on reducing the burden of mortality/morbidity and risk factors, and for the promotion of the health and well-being of the adolescent population.
  • Technical inputs to implement strategies/approaches for improving adolescent health programmes at different levels (individual, community, organizational, policy) as per WHO guidelines and the Regional Technical Advisory Group Recommendations. This would entail supporting countries in identifying priority problems based on needs assessment and landscape analysis, developing evidence-based actions and tools (operational guidance/frameworks/indicators/training packages) data triangulation and analysis, conducting trainings, assessments, implementation research, using innovative ways to reach target population, etc.
  • Technical and implementation support for evidence generation and information/knowledge management on priority intervention packages aimed at improving the coverage, quality, equity and measurement of programmes based on country needs and available resources. These include interventions aimed to prevent/promote/address violence, unintentional injury, tobacco use, alcohol and drug use, communicable diseases, NCDs, mental health, positive health, nutrition, etc.
  • Work together with MOH and partners to test, monitor and evaluate integrated approaches for scaling-up adolescent health programme with quality and equity in close coordination with related sectors like education, school health, nutrition, health promotion, NCD, mental health, road safety, telecommunications, social protection, primary health care, etc.
  • Provide technical and implementation assistance in shaping capacity development and advocacy efforts at the regional and national level through data management and analysis, evidence generation, information and knowledge management and its dissemination in collaboration with the regional/country offices and partners.
  • Provide technical inputs in development of proposals for resource mobilization at the regional/country level, cutting across other programme areas towards realizing project objectives.

Background

TheWorldHealthOrganization(WHO)RegionalOfficeforSouth-EastAsia(SEARO)providestechnicalassistanceandstrategicsupporttocountriestoimprove RMNCAH programmes with a priority focus on promoting the health and well-being of adolescent population. The region collaborates with the Member States and partners to set the roadmap to accelerate the progress toward the SDG targets by scaling-up coverage of lifesaving interventions with coverage and equity and advocating to keep RMNCAH at the centre of Universal Health Coverage. Investment in adolescent health bring triple dividend, and adolescent health and well-being is a key programmatic priority for WHO at all the three levels (global, regional, country).

Qualifications, experience, skills and languages

Educational Qualifications

Essential:

  • PAY BAND A, B, C requires University degree in medicine, health sciences, public health or community medicine, population studies or demography from a recognized university
  • PAY BAND B, C level assignments require, in addition: Master’s level university degree or above in medical sciences (pediatrics, adolescent health, community medicine) or public health/community health population studies/demography from a recognized university.

Desirable:

  • Postgraduate degree in pediatrics/child or adolescent health/community health or public health, population studies or demography.
  • Training in relevant field

Experience

Essential:

  • PayBandA:Up to5 yearsofexperienceintheareaofspecialization,someofwhichisat the internationallevel
  • PayBandB:from 5 to7yearsofexperienceintheareaofspecialization,someofwhichisattheinternationallevel
  • PayBandC: Over 10yearsofexperienceintheareaofspecialization,includingconsiderableexperienceobtained at theinternationallevel

Desirable:

  • Expertise in a specific topic or programmatic area
  • Solid experienceof developing/implementing/monitoring/evaluationof adolescent health & well-being programmesatthenationallevel
  • Proven experience of providing technical assistance inadevelopingcountry,especiallyinthe SEA Region
  • Experiencein collecting, collating, analyzingdataandproducing high-quality reportswith specific recommendations.

Skills/Knowledge

Essential:

  • Sound knowledge of principles of public health and health systems with technical knowledge of Adolescent Health
  • Knowledge of proposal development, analysis,programme planning, monitoring and evaluation
  • Demonstrated ability in the establishment of networking with developmental partners
  • Excellent communication (oral, written) and presentation skills

Desirable:

ExcellentknowledgeofMSofficeapplicationsandcomputerskillsincludingtomakehighqualitytechnicalpresentationsandfordata analysis; use of statistical software (R, Stata, SPSS, etc)

Languages and level required (Basic/Intermediate/Expert):

Essential: Expert knowledge of Expert English with excellent written and verbal communication skills is essential

Desirable: Expert knowledge of regional language(s) would be an asset

Location

  • On-site (FGLDepartment,SEARO,NewDelhi,and/orMultipledutystationsinSEARcountries), or
  • Off-site depending upon the TOR

Travel

Depend on the TOR

Remuneration and budget (travel costs are excluded):

  • Remuneration: USD 3,955 to 12,500 per month depending upon the band level
  • Living expenses is payable to on-site consultants who are internationally recruited): Per diem as applicable to the location for the Region will be applied
  • Expected duration of contract: two weeks to 24 months
