Purpose of consultancy

The consultancy’s purpose is to engage HRHIS/ICT specialists to support the FMoH&SW and the States Ministry of Health for a limited time to review and strengthen the National Health Workforce Registry. Successful candidates will be deployed to States and the Federal Capital Territory (FCT) to perform tasks in the areas of planning, reviewing the current NHWR SOP, conducting bottleneck analysis, assessing user interface/user experience, development and customization of an electronic data collection tool, data collection and management, analysis of HRH records, capacity building, conducting analysis and developing HWF profile using data from the registry and setting up a national help desk to monitor and support the users of the NHWR.

Background

Accurate and timely health workforce data is crucial in health workforce planning, national referral, training, reducing, or eliminating misinformation and duplicate healthcare worker records, improving regulation of practice, and tracking appropriate licenses of health professionals. Hence, strengthening the National Health Workforce Registry (NHWR) that houses the records of all the healthcare workers in Nigeria for record keeping and evidence-based planning of Nigeria’s Healthcare System is very important for generating accurate evidence for decision making. WHO Nigeria supports the Federal Ministry of Health and Social Welfare (FMOH &SW) to strengthen management of Human Resources for Health including setting up of the National Health Workforce Registry. FMOH &SW has set an ambitious goal to ensure up-to-date records of all healthcare workers in the health sector of the 36 states and the FCT. This registry will be useful for designing and implementing healthcare policies and interventions to improve the country’s healthcare system.

The overall goal of the consultancy is to provide robust support to the government of Nigeria in strengthening the NHWR by having a comprehensive registry with updated data from all the states, including public and private health facilities.

Purpose of the Consultancy

The consultancy’s purpose is to engage HRHIS/ICT specialists to support the FMoH&SW and the States Ministry of Health for a limited time to review and strengthen the National Health Workforce Registry. Successful candidates will be deployed to States and the Federal Capital Territory (FCT) to perform tasks in the areas of planning, reviewing the current NHWR SOP, conducting bottleneck analysis, assessing user interface/user experience, development and customization of an electronic data collection tool, data collection and management, analysis of HRH records, capacity building, conducting analysis and developing HWF profile using data from the registry and setting up a national help desk to monitor and support the users of the NHWR

Method(s) to carry out the activity

Under the close coordination and guidance of the Technical officer, Human Resources for Health and relevant technical officers, as well as the Human Resources for Health team of the Department of Health Planning, Research, and Statistics of the Federal Ministry of Health, the consultants’ roles will involve conducting a thorough review of the current NHWR SOP and bottlenecks in the use of the Registry and review its suitability to the needs of HRH managers in Nigeria, updating the NHWR system, developing and customizing data collection tool, managing data, building capacity, generating profiles, e-bulletin and reports, setting up a help desk and developing monitoring and evaluation system and many more. Below is the list of outputs required of the consultants.

Outputs

Output 1: Bottleneck Analysis, NHWR Update, and User Interface and User Experience (UI/UX) Design.

Deliverable 1.1: Conduct a bottleneck analysis and review of the National Health Worforce Registry to understand the present state, identify and eliminate the barriers and challenges to improve the overall flow and throughput of the system.

Deliverable 1.2: Update the NHWR to the latest version after bottleneck analysis and review of the NHWR Standard Operating Procedure (SOP). As a result, the NHWR should offer more sophisticated features that are easy for users to utilize, including development of a dashboard for data on the registry and user-friendly reports.

Deliverable 1.3: Document user’s experiences when interacting with the NHWR, ensuring seamless use of the NHWR by developing a comprehensive UI/UX strategy for the NHWR.
Deliverable 1.4: Develop system guidebook and handing over notes of the NHWR and the customized data collection tool.

Output 2: Support data collection in the States

Deliverable 2.1: Conduct a comprehensive review of the NHWR data collection tool to meet the minimum required datasets as in the NHWR guideline.

Deliverable 2.2: Customize an electronic data collection software (with online and offline data collection capacity) then pilot test the software with sample data.

Deliverable 2.3: lead on the preparation of the electronic data collection software for data collection and facilitate data collection in each state supported.
Deliverable 2.4. Support data collation, data processing and standardize them into NHWR/DHIS 2 format.

Deliverable 2.4: Provide technical support to FMoH&SW and other stakeholders in data validation to ensure data accuracy in the supported states.

Deliverable 2.5: Support FMoH&SW in final data upload into the NHWR.

Output 3: Conduct trainings for State HRH focal persons/ICT experts on the NHWR

Deliverable 3.1: Develop training manual and slides to build the capacity of government officials at Federal and state levels on the National Health Workforce Registry efficiently.

Deliverable 3.2: Support FMoH&SW to provide continuous mentoring support through the setup of a national help desk for the NHWR. Create FAQs to provide support to the States and other users of the NHWR.

Deliverable 3.3: Develop an M&E strategy for tracking and assessing states’ regular data updates and overall registry usage. Build the capacity of the state in conducting simple data analysis using data from the registry.
Deliverable 3.4: develop mentoring questionnaire or tool for supportive supervision by FMOH&SW to states for mentoring and supervision.

Output 4: Generating Health workforce profiles and reports

Deliverable 4.1: Conduct data analysis of the state’s health workforce data and graphically present them in profiles.

Deliverable 4.2: Produce e-bulletin and reports for state-level advocacy, design a template and include data sources for future e-bulletin productions.

Deliverable 4.3: Support the development of advocacy/policy briefs and dissemination of findings for decision making in the states.

Qualifications and experience

Education:

Essential: First University Degree in Computer Science, Information Technology, Statistics, Public Health, Data Analysis, Administrative, UI/UX, Human Resources, Mathematical Sciences, Social Sciences, or any relevant course with professional experience.

Desirable: Professional certificates in MySQL, Python, HRHIS training, AMA, ACIA, MSCE, OCP, etc., with a track record of completing similar assignments

Work Experience:

Essential: Minimum of 7 years of relevant experience in the field

Desirable:
• Relevant professional experience with WHO and/or UN agencies, or relevant non-governmental organizations.
• Knowledge of the Nigerian health system.

Skills and knowledge

  • System analysis expertise: In-depth knowledge and understanding of HR information systems, including their functionalities, architecture, and best practices. Familiarity with various HRIS software solutions and their capabilities.
  • NHWR and Data Collection Software Expertise: Ability to develop electronic data collection software, upgrade the NHWR, and provide technical support.
  • Requirements Gathering expertise: Proficiency in information gathering, and documenting functional and technical requirements for HR personnel, managers, and end-users.
  • Years of experience: 7-11 years of experience in similar

Excellent proficiency in English is essential.

Travel

No international travel is planned given the scope of the mission

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Hiring Unit:

Human Resources for Health

Remuneration and Expected duration of the contract (Maximum contract duration is 11 months per calendar year)

  • Remuneration: TORs are classified at the national pay of NOC level.
  • Expected duration of the contract: 30 days tentative starting from 01/08/2024
