WHO’s mandate revolves around six (6) leadership priorities specifying (i) advancing universal health coverage (ii) health related sustainable development goals (iii) addressing the challenge of non-communicable diseases and mental health, violence and injuries and disabilities (iv) implementing the provisions of the International Health Regulations (2005) (v) increasing access to quality, safe, efficacious and affordable medical products (vi) addressing the social, economic and environmental determinants of health.
The South-East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.9 billion people, with India’s population of 1.4 billion. All the Member States of WHO/SEAR (Bangladesh, Bhutan, Democratic People’s Republic of Korea, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand and Timor-Leste) share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation.
The mission of WHO India is to improve quality of life of the 1.4 billion people in India by supporting the government in eliminating vaccine preventable and other communicable diseases, reducing maternal and neonatal mortalities, promoting healthy lifestyles, addressing determinants of health, preparing and responding to health emergencies and strengthening health systems for universal health coverage. The WHO’s Thirteenth General Programme of Work (2019-2025) is structured around three interconnected strategic priorities to ensure healthy lives and well-being for all at all ages; achieving universal health coverage, addressing health emergencies, and promoting healthier populations.
Description of Duties:
The NCD Officer will be working closely with the Ministry of Health and Family Welfare (MoHFW) and Directorate General of Health Services (Dte.GHS). Under overall guidance of Team Leader, Noncommunicable Diseases (TL NCD and Co-morbidities) at WCO India, under direct supervision of NPO-NCDs at WHO Country Office, the incumbent will perform following duties:
  • Support implementation of National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD) in coordination with Ministry of Health and Family Welfare (MoHFW) and Directorate General of Health Services (Dte.GHS).
  • Support planning, resource allocation, budgeting, surveillance, monitoring, and evaluation for NP-NCD
  • Support planning, implementation, resource allocation, budgeting, surveillance, monitoring, and evaluation of the MoHFW 75 by 25 roadmap for hypertension and diabetes.
  • To liaise with the state governments and central government in coordinating the implementation of NP-NCD and 75 by 25 roadmap in the states and UTs.
  • To facilitate the sharing of lessons among the implementing states/ UTs and with other states/UTs for potential scale-up in other district
  • Periodically review and monitor the implementation of the 75 by 25 roadmap to ensure alignment with national targets. To compile and analyze the reports from states and critically review them for effectiveness of implementation.
  • Ensure policy coherence and implementation synergies with ongoing initiatives of the government.
  • Work closely with the officials in MoHFW and Dte.GHS for the appraisal of States/UTs Program Implementation Plan (PIP) pertaining to NCDs for the allocated States/UTs.
  • Support states for the implementation and use of the National NCD Portal under NP-NCD.
  • Visits to the facilities at the state, district, sub-district, and institution level to assess the quality of data collected, validate the reported clinical data by triangulation of records and reports and patient interviews; and build the capacity of government counterparts for the same.
  • Supportive supervision of health facilities to facilitate documentation of good practices, on-the-job training, and improvement in quality-of-service delivery and share observations, facts, and recommendations of supervisory visits to concerned officers.
  • Regular analysis and interpretation of surveillance and epidemiological data to support appropriate follow up actions by the government and partners
  • Support in review of the components under implementation of NP-NCD progress and management activities to strengthen monitoring at the National level.
  • Share Monthly feedback and program updates for data-driven decisions and programmatic corrections regarding the implementation of NP-NCD
  • Develop presentations, reports, and strategic documents required for decision-making by the MoHFW and implementation of the program at the National level.
  • Liaise and coordinate with the national, state, and/or district-level authorities, partner agencies, key non-governmental organizations, and others inter alia to ensure the commitment and strengthen programmatic activities.
  • Coordinate with the NCD consultants in the states (MoHFW and WHO)
  • Support implementation of National Oral Health Program (NOHP)
  • Support implementation of National Multisectoral Action Plan (NMAP)
  • Other technical assistance activities as deemed appropriate and necessary.
  • Perform any other duties as assigned by the supervisor(s).      
Qualifications Required:
Education:
Essential:
  • University degree in modern medicine – Bachelor of Medicine and Bachelor of Surgery (M.B.B.S.) recognized by National Medical Commission, India (earlier Medical Council of India) with State Medical Council registration or University degree in Public Health / Public Health administration
Experience:
Essential:
  • Atleast two (2) years of professional experience in the field of public health supporting the National Programs at the National level, with particular expertise and experience in providing technical support to the Non-Communicable Disease program at the National level.
Functional Skills and Knowledge:
  • Identify with the core values of the World Health Organization.
  • Sound technical knowledge of the public health aspects of Non-Communicable Diseases as per the position’s requirement. S/he should have a demonstrated ability to work with multiple external partners and collaborate with a wide range of stakeholders particularly with the MoHFW.
  • Demonstrated ability to innovate, integrate, synthesize, and communicate complex concepts.
  • Exhibit tact and maturity in dealing with sensitive topics.
  • Excellent interpersonal, negotiating, and intercultural communication skills and political acumen.
  • Ability to build and maintain relations and network with national authorities and other stakeholders across relevant sectors. Understanding of the potential motivating factors within national context and ability to adjust to new approaches in an increasingly complex environment.
  • Modern management skills (planning and evaluation, etc.). Capacity to convey information and options in a structured and credible way.
  • Excellent knowledge of computer applications; ability to make oral and written presentations on technical issues; and ability to write detailed, coherent, and concise briefing documents.
  • Good understanding of key initiatives/schemes and global commitments under the national program.
  • Excellent knowledge of written and spoken English with working knowledge of local language
