1. Purpose of consultancy:
The work of the UCN cluster is guided by its strategic agenda: “disease burden reduction through using analytics to inform tailored interventions and guide disease control investments”. Objectives pursued by UCN thereby are to: (i) provide leadership on disease control coordination, partnership and resource mobilization; (ii) contribute to the development of WHO disease control technical products, services and tools including adoption of new technologies and innovations; (iii) support generation and use of strategic information for action and decision making including optimizing investment; and (iv) facilitate country support – Technical assistance in deployment of WHO technical products and institutional capacity building including support to national disease programmes and regulatory authorities – towards improved program governance, improved interventions coverage and quality. UCN’s investments towards these objectives are developed and delivered in line with two guiding principles: comprehensive whole-of-society approach; and people-centred, integrated approach.
2. Background
The UCN team at the WHO country office , in collaboration with the regional office and headquarters, aims to: (i) provide leadership on disease control coordination, partnership and resource mobilization; (ii) contribute to the development of WHO disease control technical products, services and tools including adoption of new technologies and innovations; (ii) support generation and use strategic information for action including optimizing investment; and (iv) provide or facilitate provision of technical support in deployment of WHO technical products and services, as well as institutional capacity building including support to national disease programmes and regulatory authorities.
3. Deliverables:
The incumbent is expected to lead strategies and operations for ending disease in the country in the areas of:
1. Leadership on coordination, partnerships, and resource mobilization for disease control:
· Build, lead and coordinate a competent and committed team dedicated to strategic and operational actions towards ending disease in assigned country
· Lead WHO country office strategic and operational planning, monitoring and evaluation for ending disease in the assigned country.
· Support advocacy, resource mobilization and optimization of investment efficiency for ending disease in assigned country.
· Lead development of annual country disease outlook including subnational profiles.
2. Development of WHO disease control technical products, services, and tools:
• Contribute, based on the context of assigned country, discussions on WHO priority Target Product Profiles for ending disease.
• Support the strengthening of research and innovation capacities for enhanced development and/or deployment of WHO products and services.
• Support monitoring and improvement of compliance with WHO norms and standards for ending disease in assigned country including use of national public health institutions as implementing partner.
3. Generation of analytics-driven strategic information for disease control agenda setting and interventions tailoring:
· Advocate and support use of triangulated data on disease occurrence (incidence and mortality), interventions coverage, health services access, determinants information, to developed tailored national policies and operational responses to priority diseases.
· Support mainstreaming of GER in deployment of investments for ending disease in assigned country.
· Support surveillance systems strengthening and tracking of biological and other threats to tools and interventions for ending disease, and use of same information for threats containment.
4. Technical support and institutional capacity building for disease control support:
• Lead in-country dissemination of WHO technical products and tools, advocating for their rapid deployment according to WHO guidance and local contexts.
• Serve as the primary WHO Liaison with the Ministry of Health (MoH) and other partners in assigned country with focus on priority diseases including HIV/AIDS and Hepatitis, Sexually Transmitted Infections (STIs) TB, Malaria, Neglected Tropical Diseases and Non-communicable diseases.
• Facilitate appropriate WHO technical support in the implementation of national policies and strategies for ending disease in assigned country, including guidance on comprehensive, whole-of-society approaches, as well as people-centred and integrated approaches to disease control investing.
• Contribute to the coordinated investment of disease control resources in strengthening health services delivery platforms to deliver optimally for disease control.
• Undertake mapping and prioritizing existing institutions and capabilities in the country with focus on prioritizing institutions for WHO capacity strengthening towards providing disease control technical support under WHO oversight, managing partnerships and collaborations with the prioritized institutions, and strengthening their capacities to provide technical support under WHO oversight.
• Lead the strengthening of WHO collaboration with the national public health institute (NPHI) and specialized networks on HIV, TB, malaria, Neglected Tropical Diseases and Non-communicable diseases with the aim of facilitating coherence and collaboration.
Performing other related responsibilities as assigned, including replacing and backstopping for others as required.
5. Qualifications, experience, skills and languages
Éducation (Qualifications)
Essential:
Doctorate in Medicine; Advanced university degree (Masters or higher) in a health-related field (medicine or health).
Desirable:
Advanced degree in medicine / public health / communicable/non-communicable diseases. Higher Diploma in Epidemiology.

· Excellent knowledge of English and/or French with a good working knowledge of the other.
