The Roving Emergency AAP & MEAL Advisor will provide global technical leadership to DRC’s monitoring, evaluation, accountability and learning systems with a particular focus on the organisation’s commitment to Accountability to Affected Populations in emergencies within the framework of the Core Humanitarian Standard (CHS). The role involves Accountability, Management and Capacity Building, Monitoring and Evaluation, Quality Management, Programme and Consortium Coordination.
Your main duties and responsibilities include:
  • Deploying globally for periods of 1 to 4 months to either establish or support and develop programmes of emergency and/or accountability and MEAL work, and ensure that they are in line with DRC’s AAP& MEAL priorities as identified in its global and country specific strategic planning
  • Contributing to DRC’s efforts to maintain our CHS certification, particularly our organisational commitment to CHS audits and CHS action plans via direct support / deployments to DRC country offices
  • Contributing to policies, strategy, resources, tools and guidance to support the mainstreaming of appropriate and effective AAP practices across DRC and with partners particularly during emergencies
  • Contributing to the development and implementation of DRC’s Emergency Workstream, taking the lead on the strategic development of AAP, accountability and MEAL activities 
  • Leading and coordinating the development of CFM, MEAL and/or IM teams strategy and work plans, as well as mentoring and coordinating the technical professional needs of other team members (including people planning, performance, well-being and development as required)
  • Capacity building through training, feedback, coaching of MEAL, AAP, CFM and programme staff in data collection, monitoring and analysis
  • Providing technical support to business development as well as field-based MEAL or IM staff as required, to ensure coherence in data collection and analysis to support programme development and quality, including in rapid needs assessments, PDMs and impact assessments, beneficiary verification and counting
  • Lead the development of MEAL strategies, plans and tools to ensure quality and timeliness in emergency responses with a strong focus on AAP and accountability responsibilities and programme activities
  • Ensuring that DRC’s team members are supporting all efforts towards accountability, specifically to beneficiaries and in line with international standards, while actively engaging target communities as equal partners in the design, monitoring and evaluation of DRC emergency projects.
  • Ensure the development of appropriate monitoring, tracking and reporting systems, tools and templates that enhance monitoring of program outputs and quality, generate quality evidence on program outcome and promote and ensure use of data for decision-making processes.
  • Acting as focal point for all DRC MEAL and accountability related issues in consortia (where necessary)
About you:
  • To be successful in this role we expect you to have a proven record of AAP experience and a willingness and desire to work in both high pressure and unstable environments.
Moreover, we also expect the following:
Required:
  • Minimum 5 years of relevant experience in planning, implementation, and monitoring activities and projects according to internal and national guidelines, agreements, and international standards
  • Proven experience working in complex emergency contexts, including provision of technical advice to field teams and programme development with a particular focus on accountability
  • A University level degree in a relevant subject or a relevant technical qualification
  • Proven ability to live and work in an unstable, insecure environment

Job Location
