Role Overview:

The role provides expert analysis, advice and recommendations to support the development and continual improvement of the quality and control assurance program covering Finance Shared Service lines; lead to develops finance policies, procedures and systems to address process improvements required to enable Finance Shared Services to meet service obligations and maintain an appropriately assured internal control environment; manages and co-ordinates reporting to internal and external stakeholders and Finance Shared Services sign off for the Country programs in the Shared Services model (Virtual, Satellite and Light Presence).

The role will be based at the country office in Kenya as a Centre of Support for the federation and will work as part of the country level finance team to support Shared Services. The holder of the position is expected to work within International Accounting Standards (IAS, IFRS & IPSA) AAI Financial Management Framework and Local Financial Policies and Procedures to ensure that all ActionAid policies and procedures, donor regulations, accounting standards and local laws are fully complied with. Escalate any non-compliance to AAI policies to AAI Finance Advisors or to the Head of Internal Audit.

Job Purpose

The role will be integrated into countries offering Finance Shared Services support to 2 or more countries in the federation (Centres of Support).

The Finance Manager, maybe deployed to Country Program Offices, in various countries on a temporary basis. The position therefore requires flexibility in terms of physical movement from country to country for short duration of assignments.

Annual workplans for this role will be signed off by the Shared Services Lead role, to align to Service level agreements between Centres of Support and countries receiving services.

Financial Control

  • Support country teams to maintain an effective & efficient system of internal controls which comply with ActionAid Financial Management Framework and Local Financial Policy and Procedure Manual guidelines.
  • Ensure that all financial records & accounts are compiled timely, accurately and in line with international accounting standards & donor regulations.
  • Support in ensuring that the country financial operations comply with legal & statutory requirements e.g. audit & financial reporting to all relevant national authorities.
  • Support the country management to prepare the annual & revised Country budget and donor budgets, as accurately as possible.

Finance Reporting

  • Support in preparation of monthly management accounts for budget-holders and Country Management to ensure that they can take appropriate action on any significant variances.
  • Ensure timely & accurate preparation of quarterly financial reports for Federation (Financial Reporting Pack (FRP))
  • Support to ensure timely & accurate preparation of donor reports for external donors / agencies.
  • Reconcile all balance sheet items on a monthly basis, in accordance with ActionAid Financial Management Framework and Local Finance Policy and Procedure Policies
  • Finalize accounts for external auditor and act as main ActionAid Country Office focal point during external audit process looking to ensure that the approved financial statements are delivered before the internal deadline.
  • Act as focal point for any in-country donor audits when needed or provide the in- country teams.
  • Provide any ad-hoc year reports as might be required by the ActionAid Federation Finance Reporting Team.

Financial Systems

  • Ensure that country financial management systems & records are adequate in order to identify and protect the assets & interest of the organization.
  • Ensure that the systems in place, enhance, as far as possible, the efficiency & effectiveness of the manner in which assets are utilized.
  • Ensure that the Global Finance System (as recommended by ActionAid Federation), is maintained in a proper manner, and utilized in an appropriate & effective manner.
  • Establish & maintain a donor financial management system in order to optimize funding & to ensure efficient & accurate reporting to donors.
  • Establish & maintain a mechanism for monitoring those grants given to partners, and ensure proper financial reporting & records of same, in line with donor guidelines, where necessary.
  • Ensure adequate controls over cash & bank management are constantly monitored & updated to minimize the risk of fraud or misappropriation.
  • Undertake regular field visits in order to assess the financial systems in place & implement improvements wherever needed.


  • Have a Bachelor of Accounting or a professional certification in accounting or its equivalent from a recognized University;
  • ACCA/CPA accredited, or equivalent professional degree.


  • Have at least seven (7) years working experience in finance/accounting function in an INGO or a large organization of which at least three (3) years must have been at management position;
  • Experience working in multiple countries is an added advantage
  • Have demonstrated high understanding of finance and accounting matters.
  • Have experience in development and implementation of financial systems; and
  • Have practical experience in donor reporting, international accounting standards and statutory reporting.
  • Candidates should be self-motivated & have experience of planning & delegating work within a team environment.
