preferably to be based in the Middle East and North Africa (MENA)
region as long as there is an Oxfam Country Office.
The applicant will be offered a local contract.

This is a full-time role, with 20% of the time spent on deployment/travel in the countries of the MENA region.
Department Purpose
The Regional Platform (RP) of Oxfam in the Middle East and North Africa (MENA) has a mandate to:
- Provide strategic leadership, management & accountability of and to Oxfam country programmes in MENA.
- Deliver regional impact, developing partner relationships, brand and impact in the region through relevant influencing and advocacy work, public engagement and programming.
- Connect, coordinate, convene – Connect practitioners to sources of expertise, convene people to share knowledge and learnings, and coordinate capacity-building initiatives.
- Enable operational agility and efficiency – Provide support to Oxfam country offices
In MENA, Oxfam works in development, humanitarian, and campaigning, with a large part of the current transformation focused on becoming a major influencing & advocacy, knowledge-for-impact global reach organisation.
JOB PURPOSE: The main purpose of this job is as a deployable resource such that we can respond to requests for support and assistance in planning, securing, and managing programme funding for humanitarian response and development programmes in different countries around the MENA region where Oxfam operates.

KEY RESPONSIBILITIES
- To establish and maintain up to date funding strategies and plans to identify and drive forward new funding opportunities.
- To lead or support the development and submission of high-quality concept notes and proposals and work effectively with colleagues in other functions, partner organisations and affiliates to develop joint proposals where appropriate.
- To negotiate donor contracts and supporting programme teams with contract management, donor reporting, compliance, and audits.
- To ensure effective coordination with Oxfam GB and other Oxfam affiliates at country, regional, and head office levels to ensure adequate overview of funding, proposal submissions and donor liaison.
- To facilitate Oxfam’s engagement with donor agencies and other external stakeholders to identify opportunities for funding and exchange information about programmes and priorities.
- Strengthening the capacity of colleagues in planning and the management of restricted funds through formal training, technical guidance, and coaching.

- Experience of planning for, securing and managing funds from institutional donors, such as FCDO (Foreign, Commonwealth and Development Office), ECHO (European Civil Protection and Humanitarian Aid Operations), SIDA (Swedish International Development Agency), OFDA (Office of U.S Foreign Disaster Assistance) and the UN
- Extensive experience of writing quality proposals and reports
- Ability to travel and be on deployment almost permanently
- Ability to represent Oxfam to donors and other external institutions and to use influencing skills wisely with respect to varied stakeholders
- Ability to adapt to working in a challenging environment, in potentially insecure locations, with limited connectivity
- Ability to manage time effectively and adapt priorities to respond to changing demands and tight deadlines, across multiple time zones.
