Job Description
The Resettlement Support Center Asia (RSC Asia), funded by the US State Department Bureau of Population, Refugees, and Migration (PRM), assists persons throughout Asia seeking permanent resettlement in the United States. Responsible for a portfolio of 37 countries, RSC Asia: prepares refugee applications for the United States Refugee Admissions Program (USRAP) using START (a State Department–managed data system that supports the arrival and resettlement of refugees through technology); provides information to resettlement agencies about arriving refugees and offers cultural orientation training to refugees bound for the United States. RSC Asia is based in Bangkok, Thailand, with sub-offices in Malaysia and Bangladesh.
Job Overview/Summary
The RSC Asia HR Lead will provide HR support, counsel, and project management to the Refugee Support Center (RSC) Asia, with particular focus on driving awareness, understanding, and adoption of key HR practices and human capital strategies. The HR Lead is part of the Leadership Team for the assigned locations and is expected to contribute to the strategic direction setting and operational problem solving through their areas of professional expertise. The HR Lead engages with the Regional People and Culture Director to ensure compliance with all organization-wide policies and procedures and leads local labor law compliance efforts.
This role works collaboratively with IRC and RSC leaders to ensure that select initiatives are successfully implemented across the network of RSC Asia offices and field offices. The HR Lead provides ongoing input to help shape our people investments and improvement strategies to enhance the RSC Asia employee and therefore the client experience. This position reports to the RSC Asia Director with a matrix to the Regional People and Culture Director- Asia to ensure harmony and alignment with both global and regional department needs.
Major Responsibilities:
Provide support to drive progress of key bodies of work within the broadest range of workforce topics:
•IRC Way: model, promote and uphold a culture of values as reflected in our code of conduct, The IRC Way: Standards for Professional Conduct – Integrity, Service, Accountability, and Equality.
•HR Data & Information: prepare RSC Asia quarterly reports, dashboards, and executive summary presentations on key people metrics including relevant or appropriate trends, insights, actions, and proposed interventions.
•P&C Functions & HR Operations: participate as needed in the planning, project management and implementation of P&C initiatives for RSC Asia, including opportunities for improvement around standard processes. and the development and refinement of key employee lifecycle processes.
•People Development: participate in core talent activities as relevant for the RSC Asia functions and become proficient in delivering select People & Culture general seminars such as virtual new hire welcome, or compensation policy and principles.
•HR Knowledge: serve as a reliable source of HR policies, practices, and processes in the countries where RSC Asia works when needed in response to employee and/or supervisor requests, ensuring compliance with internal and external standards and applicable labor laws.
•Integrity and Compliance Guidelines: Monitor and analysis monthly completion of all HR related tasks and required trainings by RSC Asia staff and incentive works (interpreters, camp-based assistants, etc), by coordinating and following up with relevant training staff and HR staff in RSC Asia countries; report back to Senior Operations Coordinator and Director and prepare responses for donor reports are required.
•Leadership: monitor, support, facilitate and engage with the Community of HR managers in RAI and/or CRRD to build both competency and capability throughout the RSC Asia network.
•Employee Relations: facilitate resolution of escalated issues related to basic employee welfare needs regarding benefits, payroll, HRIS, Leaves of Absence, and general employee questions. Manage leave calendar for Thailand based staff.
•Employee Relations: occasionally lead intake, make recommendations, organize employee engagement cross functional RSC departments, and support resolution of sensitive employee relations matters and workplace investigations, when assigned. Talent Acquisition: provide support to draft, review and adjudicate new position requests, standard job descriptions, compensation decisions, and recruiting activities for Thailand.
•Talent Acquisition: provide back-up support to the field offices for recruitment and onboarding of new senior staff, with the goal of ensuring new hire and orientation practices are implemented in accordance with IRC standards.
•Employee Exits: review and analyze turnover data, exit surveys, and propose interventions as necessary to improve the employee experience and our work culture.
•Other duties as assigned, including selective support to the Director as requested.
•Occasional international business travel if needed.
Job Requirements:
Education:
•BA in Human Resource Development or related field
Work Experience:
•3+ years Human Resources experience in an HR support function or service center.
•Strong working knowledge of at least one human resource discipline including: employee relations, compensation and benefits, performance management, learning and development, organizational development, diversity and inclusion, etc.
•Prior experience with data and analytics strongly preferred.
•Experience in a large, matrixed organization a plus
Demonstrated Skills and Competencies:
•Foundational knowledge of HR concepts, including Federal & State employment laws
•Excellent written and verbal communication skills. Ability to draft investigation reports concisely and with objectivity and sensitivity.
•Highly learning agile: capable of adapting quickly to change and apply new information and skills to work duties.
•Self-motivated to plan, prioritize and problem solve independently.
•Ability to build and foster effective and positive working relationships with colleagues and maintain confidentiality to the highest degree.
•Proficient in MS Word, Excel, and PowerPoint; experience in Workday and applicant tracking systems a plus.
•Facilitation, Change Management and/or Project Management experience a plus.
Language and Computer Skills:
•Fluent in written and verbal communication skills in English Language
•High level of PC literacy and demonstrate skills in database management and record keeping.
