Project Description The United States Agency for International Development’s (USAID) U.S.-Philippines Partnership for Skills, Innovation, and Lifelong Learning (UPSKILL) Program aims to strengthen the Philippine higher education system to support broad-based and inclusive growth. UPSKILL does this by strengthening the innovation capacities and workforce development functions of Philippine higher education institutions (HEIs) through faculty development, curriculum improvements, and engagement with industry and international partners; as well as overall improvements in HEI management and administration. UPSKILL also supports an enabling regulatory and policy environment to improve governance in the sector and provide convergence platforms for stakeholders to work together in achieving shared development goals. Position Description RTI is seeking a Monitoring, Evaluation, and Learning (MEL) Assistant for USAID’s UPSKILL Program. The Monitoring, Evaluation & Learning (MEL) Assistant will support the M&E team at the national and regional level. This position will be based in Makati, Philippines and reports to the Monitoring, Evaluation, and Learning (MEL) Specialist. Responsibilities Primary responsibilities will include but not be limited to: Follow and promote timely and correct archiving of the different tools of monitoring through constant contact and collaboration with the regional and departmental actors included in the implementation plan. Assist with the collection, analysis and reporting on performance indicators by other team members and Project counterparts. Participate in sessions and missions of support and control of the quality of data. Support the processing back up data (capture, archiving, analysis) with the aid of manual and electronic tools Provide support in reviewing and updating the project’s M&E plan. Support the production of periodical M&E standardized reports as well as special reports of analysis as needed. Qualifications High School complete or vocational training and 3 years of experience Experience working with USAID and/or USAID projects is preferred. Good oral and written communication skills. Basic planning, organizational, and problem-solving skills. Team player who works well with others of various backgrounds and expertise.
