Job Overview: The Safety and Protection Manager oversees the provision of direct services to clients engaged in IRC Florida’s safety and protection programs, including the anti-trafficking, unaccompanied children, and immigrant youth programs. The Program Manager provides technical assistance and leadership to an established casework team in Miami and a growing team in Tallahassee. Additionally, the Program Manager is responsible for cultivating, developing, and maintaining community partnerships and other community resources in the defined service area.

Major Responsibilities:

Responsibilities include, but are not limited to:

Program Oversight

  • Ensure client success with a strong emphasis on empowerment through high-quality service that supports clients to thrive in their community
  • Work closely with staff to promote strong relationships across programs while fully implementing a client-centered service methodology across all service areas
  • Maintain a thorough knowledge and understanding of the regulations, reauthorizations, and related policies concerning human trafficking, unaccompanied children, and immigrant youth programs
  • Represent the IRC at task force and community meetings and coalitions
  • Build and maintain collaborative relationships with various local, state, and federal agencies and with their assistance develop safety plans/protocols for clients, staff, and the office
  • Participate in events within the community that will build team capacity and enhance the quality of services to clients
  • Ensure program activities are implemented consistently with donor requirements and provide technical support, oversight, and leadership to the case management team
  • Develop and maintain strategic community partnerships with other service providers, government agencies, and other key stakeholders
  • Work with the Finance Manager and program staff to monitor and manage all program budgets and oversee that program outcomes meet proposed goals

General Management

  • Provide high-level leadership to assigned teams including:
  • Weekly one on one meetings with all direct reports and regular team meetings with all members
  • Effective delegation of duties and responsibilities
  • Consistent and ongoing feedback and communication
  • Extensive professional development support and coaching of team members
  • Recruit, hire, train, and supervise team members
  • Write and review donor reports for content and accuracy prior to submission
  • Oversee grant tracking and billing, coordinating narrative reporting

Compliance & Administration

  • Ensure that programs comply with all contractual, reporting, and match requirements
  • Ensure quality data collection across all programs; oversee the production of reports and impact data to provide insight to internal and external stakeholders
  • In coordination with management staff, ensure that programs maintain sound fiscal management including compliance with relevant policies and procedures
  • Ensure donor-mandated match requirements are accurately tracked and achieved
  • Represent assigned programs with IRC HQ. Ensure compliance with HQ initiatives and guidance
  • Other duties as assigned

Job Requirements:

Education: Bachelor’s degree required; graduate degree in social work, international affairs, or human services related field preferred.

Work Experience:

  • Relevant professional experience in human services field required; minimum of 5 years’ experience including 2 years’ experience providing direct services related to anti-trafficking, unaccompanied children, or immigrant populations
  • Prior grant and people management experience

  • Ability to handle complex and sensitive cases and to work effectively with clients who have a wide range of psychosocial, protection, health, immigration, and criminal justice issues.
  • Attention to detail and accuracy in work product.
  • Fluent in English, both spoken and written; proficiency in Spanish is desired.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes.
  • Valid driver’s license and access to a personal, insured vehicle.

Working Environment:

  • A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.
  • Occasional domestic (non-local) travel required; up to 10%.
  • May require occasional weekend and/or evening work.
