Overall purpose of the role:

  •  The Safety Team Leader (STL) is to provide professional security advice, support, guidance and expertise to the DRC Iraq programme. Through leadership and expertise, the STL will enable, ensure, contextualize and report compliance to DRC MOSS security management system. This, while achieving effective access and continuity of operations through close cooperation with programs and enabling DRC staff to conduct their work in a confident, safe, appropriate and effective manner.

Responsibilities:

INFORMATION

  • Monitor the evolving situation in the area of DRC operations in coordination with other actors as per country and program guidelines.
  • Act as the local focal point for safety co-ordination and information sharing between the relevant National actors within the area of operations.
  • Collect, verify, analyze and report information that affects, or may affect, DRC operations.
  • Establish a network of contacts that supports DRC safety in operations.
  • Track safety related incidents and developments and provide trend/pattern analysis.
  • Undertake and support others to undertake Risk Assessments (RAs) and facilitate the implementation of mitigation measures.
  • Manage the Safety Level System (SLS) for the programmes.
  • Assist with the implementation of CIMP (critical incident management plan) by office/location.
  • Facilitate program access and continuity through the provision of informed advice.
  • Manage safety related information and provide all staff with regular safety updates and advisories.
  • Maintain relevant safety documentation, data and records (training register, incident tracking, maps, etc.)
  • Support DRC Iraq Head of Safety in the development and update of guidelines to safety for field staff/volunteers.
  • Liaise with UN agencies, NGOs and other external actors to gain safety information and analysis.
  • Represent DRC Erbil at inter-agency safety forums.
  • Advise and assist on the procurement of safety-related equipment, facilities and other resources.

ANALYSIS

  • Conduct regular Safety Risk Assessments (SRAs) as per DRC policy
  • Identify indicators and key decision points, and link them to the SRA and safety phases
  • Prepare and submit safety reports and trend analyses as required
  • Provide Safety and Security advice on program development and implementation

SAFETY RISK MANAGEMENT

  • Assist with the implementation of safety policies, protocols and procedures related to the safe implementation of program activities
  • Engage and participate in Safety related training as directed by Line Manager
  • Develop and conduct trainings on safety procedures as required for program staff (HEAT, PAST, First Responder)
  • Supervise and monitor the development and implementation of context specific MOSS and DRC framework documents.
  • Supervise the implementation of physical and asset protection protocols and regulations.
  • Conduct regular site assessments and advise on mitigation measures.
  • Assist in the management of safety incidents and crises, provide timely and accurate incident.
  • reports and analysis, and support organizational lessons learned.
  • Assist in the development and implementation of contingency plans, such as medical emergency, evacuation and incident management, movement briefings and contextualization of movement plan.

Other

  • Any other duties as may be assigned by the Line Manager
  • Conduct duties in accordance with DRC Iraq programme Standard Operating Procedures (SOPs)
  • Conduct duties in accordance with DRC Code of Conduct
  • Make sure to spread a positive image of DRC and its activities by explaining what DRC is doing and why DRC operates in that way.

Qualifications & Preferred Skills

To be successful in this role we expect you to have:- 

Experience and technical competencies:  

  • At least 4+ years’ experience in field safety and of operating in a hostile security environment
  • Proven team player and leader.
  • Excellent reporting skills.
  • Good communication and negotiation skills.
  • Able to command and lead by example.
  • Excellent standard of dress and personal appearance (according to visibility profile).
  • Familiarity with humanitarian principles and practices.
  • Experience of operating in a hostile security environment.
  • Geographic and cultural understanding of the KRI  and Iraq region.

Moreover, we also expect the following:

Preferred attributes

  • Strong contextual knowledge on northern Iraq, Ninewa specifically.
  • Strong organizational skills and ability to prioritize a large and changeable workload, adapt to flexible work hours.
  • Strong communication skills and ability to work as part of a team
  • Strong information technology skills
  • Able to work independently, energetically and perform under stress
  • Experience of working with UN or Non-Governmental Organizations
  • Experience and certificate in Safety Training
  • Experience in resolving CoC issues.
  • Valid driver’s license and preparedness to travel
  • Understanding of gender, protection, and human rights  

Required

Education:

  • Relevant Master, Bachelor, University degree or equivalent experience
  • Safety Training (HEAT, PAST, First Responder)

Languages: Fluent in spoken and written Arabic and English – Kurdish is a bonus.
