Background
NRC has provided first-line humanitarian response since 2021 with multisector activities in shelter, education, livelihoods and food security, and information, counselling and legal assistance. Our focus is on supporting people in hard-to-reach areas, working in partnership with authorities and local actors. We are piloting cash-based interventions with displaced populations living in host communities. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s six core competencies; Shelter, Education, Livelihoods and Food Security, WASH and Information, Counselling and Legal Assistance (ICLA) and Protection from Violence.
NRC Somalia is part of NRC’s East & South Africa regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across Ten countries (Kenya, Somalia, Ethiopia, Djibouti, Eritrea, South Sudan, Uganda, Tanzania, Sudan and Mozambique). NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi-country programming and ensure quality and coordination.
With funding from WFP, the NRC South Central Somalia is implementing a CBT and IK projects in close collaboration with local Authorities. This will be achieved through the provision of 4 rounds of cash-based transfers to displacement-affected communities in line with the cash and market working group’s recommended monthly transfer rates. The interventions proposed are aimed at ensuring that displacement-affected communities are able to access immediate food (80% of the MEB.
Role and Responsibilities:
- Conduct beneficiary mobilization in all target villages.
- Demonstrate a strong commitment to being accountable to beneficiaries as it is a key to the Norwegian Refugee Council’s commitment to beneficiaries.
- Assist in the management and maintenance of SCOPE registration equipment including cards, computers, phones and mPOS;
- Conduct manual registration of the beneficiaries and ensure that correct and complete information is captured with mitigation of covid-19 risks.
- Undertake registration of all beneficiaries with their alternate family members in SCOPE using a biometric registration system.
- Validate beneficiary’s data in SCOPE i.e. updating of records for those already registered to ensure their household information is up to date.
- Sensitize beneficiaries on the cash value entitlement to be received on a monthly basis, duration, and how/where the cash assistance will be received/ redeemed.
- Provide reports and feedback on beneficiary management including identified gaps, and challenges during beneficiary registration.
- Collect data, contribute to the preparation of reports on SCOPE-related issues, and provide information for better decision-making by stakeholders including selection process and requirements.
- Assist Protection risks survivors and advises via existing referral bath ways.
- Disseminate project visibilities, establish appropriate and accessible Complaint & Responses Mechanisms in the target sites, and introduce beneficiaries to address their concerns to the available CRMs (both NRC and WFP).
- Perform other functions as requested by the immediate supervisor.
Qualifications, Skills & Experience Required
- Diploma/ university degree is required; background in ICT or M&E will be an added advantage.
- Previous work experience on Biometric scope registrations and the ability to provide basic maintenance-related issues is required.
- Usage in computer software like word and excel and WFP scope database.
- Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills
- Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context

Context related skills, knowledge and experience
- Knowledge of the Adado context in relation to FS, livelihood and resilience
- Knowledge of the local language (Somali) – if different than English
- Experience with start-up, exit or similar project phases
- Due to the nature of the work, we prefer candidates who are currently in Adado or have access to the location.
