Reporting to the Director, the Section Head for Partnerships, Planning and Quality Management (SH-CPQ) manages the Department’s quality management system (QMS), ensuring continuous improvement of the effectiveness and efficiency of departmental processes and appropriate maintenance of documentation. The Section Head oversees external engagement with a variety of key entities, including Member State Support Programmes and other partners. At the direction of Director SGCP, the Section Head implements strategic analyses and supports the strategic planning efforts of the Department. The Section Head also leads work on the Department’s resource mobilization priorities and the coordination of R&D undertaken through Member State Support Programmes, in order to ensure the Department meets its long-term strategic objectives.

Role:

The Section Head is: (1) a leader, driving delivery, performance, stakeholder engagement and teamwork, creating an environment where staff can develop their skills and share knowledge and experience; (2) a coordinator of the Department’s quality management system and Member State Support Programmes, facilitating external engagement with a range of stakeholders on strategic and emerging technical issues; and (3) a manager of the human and financial resources assigned to the Section.

Functions / Key Results Expected:

The Section Head will:

  • Lead a diverse team of people in a range of critical departmental projects, planning, organizing, and supervising the work and deliverables of the Section and optimizing the utilization of human and financial resources.
  • Manage and implement the Department’s quality management system (QMS); developing and maintaining the QMS infrastructure; coordinating training and advice on the use of QMS tools and techniques; and leading and coordinating knowledge management activities.
  • Assure the effectiveness and efficiency of the Department’s work through internal quality audit, quality assurance and quality control, identifying improvements through continual process improvement and corrective and preventive action processes.
  • Lead and coordinate the development of resource mobilization priorities through which the Agency is seeking to improve the efficiency and effectiveness of safeguards and ensure that support from Member State Support Programmes and other partners align with the Department’s resource mobilization priorities.
  • Oversee a complex matrix of work programmes under Member State Support Programmes, ensuring appropriate reporting and evaluation; maintaining contacts with State representatives and technical experts; and participating in consultations and meetings.
  • Convene high level external workshops, symposia and meetings with stakeholders and subject matter experts on priority topics as required.
  • Direct multidisciplinary studies on strategic and/or technical projects.
  • Lead and/or participate in interdepartmental efforts to develop, share and implement Agency-wide quality management policies, approaches and practices, including knowledge management.

Qualifications, Experience and Language Skills:

  • Master’s Degree – Advanced university degree in science, engineering, international relations or field related to the specifics of the role.
  • Bachelor’s Degree – A university degree in science, engineering, international relations or field related to the specifics of the role plus an additional two years of relevant experience may be considered in lieu of an advanced degree.
  • Minimum of 10 years of experience in the nuclear field or other relevant field is required, with expertise in one of more of the following areas would be highly advantageous:
  • Experience in quality and/or knowledge management.
  • Partnership engagement with external stakeholders on matters such as resource mobilization, donor engagement, research coordination and collaborative programmes.
  • Conducting and facilitating multidisciplinary working groups and studies.
  • Technologies used in the nuclear field, safeguards/other monitoring and verification activities.
  • Demonstrated experience in leadership positions involving the direct supervision of teams and other resources is required.
  • Proven project management skills with experience in managing a complex and diverse portfolio of projects is required.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
