Organizational Setting

The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes. Its mission statement is as follows: MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States. One of the main functions assigned to the IAEA by its Statute is to foster the exchange of scientific and technical information and the dissemination of knowledge in the nuclear field among Member States. To facilitate the effective exchange and dissemination of information relevant to the IAEA’s work and mandate, the Division of Conference and Document Services (MTCD) coordinates and supports the implementation of these activities for its users and clients, both internal and external, by organizing meetings and conferences, issuing documents in Arabic, Chinese, English, French, Russian and Spanish, and editing, printing and distributing publications.

The MTCD Language Services Section (LSS) is responsible for coordinating, managing and delivering language services for the Agency. The Section promotes multilingualism and maintains language standards of the organization through editing and translation of PMO documents, incoming and outgoing Secretariat documents and correspondence, web articles and advocacy material, Agency publications and other content.

Main Purpose

Reporting to the Director, the Language Services Section Head plans, coordinates and supervises all matters related to the end-to-end processing of multilingual content and services required by the Agency in delivering its mandate of disseminating technical and scientific information on the promotion of the use of atomic energy for peace and development.

The Section Head is a leader and manager providing guidance and managerial support to (1) the coordination team; (2) documents management team; (3) six language services (content processing) teams; and (4) the multilingual output production team. He/she plans resources with a view to achieving efficient and effective results; develops strategies to meet the language services requirements of the Agency by incorporating the latest technology for the cost effective and timely delivery of documents and knowledge content and ensures consistent application and implementation of the strategies among the respective teams. He/she also provides advice on policy issues relevant to multilingualism to DIR-MTCD, DDG-MT and other senior management of the Secretariat as required.

Functions / Key Results Expected

Lead, manage and supervise an innovative and effective Section, including freelance resources, ensuring an appropriate balance of skills and resources.

Plan, direct, organize and evaluate the Section’s work, continuously reviewing effectiveness and priorities, and ensuring delivery of services to the required quality and timeliness; negotiate, formulate and implement solutions for issues affecting delivery of the Section’s services.

Provide policy guidance to the Director on conceptual strategy development and management of the implementation of overall strategies and intra- and inter-Divisional language services policies and procedures.

Lead the development of strategies, including training needs, to meet the language services requirements of the Agency by incorporating the latest technology for the cost effective and timely delivery of documents and knowledge content and ensure consistent application and implementation of the strategies among the respective teams.

Research, analyse and assess the patterns of demand for services in consultation with Offices, Departments and the Secretariat of the Policy-Making Organs.

Develop and review policy guidelines for language services.

Oversee the development of IAEAterm (the IAEA’s multilingual terminology and reference database) and ensure that terms are continually entered and validated in all relevant languages.

Establish benchmarks and key performance indicators for language services (editing, translation, precis writing, proofreading, etc) in order to be able to measure progress, assess achievement of results and determine possible remedial actions.

Foster a working environment that combines individual and teamwork and promotes communication among staff in the Section and across organizational boundaries.

Contribute to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.

Ensure the timely production of accurate reports on use of resources, outputs and productivity.

Qualifications, Experience and Language skills

  • Advanced university degree in languages or in a relevant subject. University degree with two additional years of relevant experience may be considered in lieu of advanced university degree.
  • A minimum of ten years of relevant professional experience; of which a minimum of five years of managerial experience in an international organization, public sector or non-profit organization, or equivalent.
  • Excellent command of English is essential, with experience of working predominantly in English.
  • Excellent knowledge of other languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
  • Demonstrated management experience in a language services team in an international organization.
  • Demonstrated experience in effectively and efficiently assigning, monitoring and managing human, information and knowledge resources.
  • Ability to create a culture of accountability for performance ensuring consistency, fairness and transparency of performance reviews.
  • Experience using and/or designing workflow management tools is an asset.
  • Familiarity with computer-assisted translation and terminology software, in particular Trados products, is an asset.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $92731 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 55546*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
