Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA’s nuclear safety and security programme, which encompasses the IAEA’s activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Office of Safety and Security Coordination (NSOC) is located in the Office of the Deputy Director General, Head of the Department. Its mission is to ensure the technical consistency and effective coordination of the IAEA’s activities in the nuclear, radiation, transport and waste safety and nuclear security programmes. NSOC comprises three Sections: the Programme and Strategy Coordination Section, the Networks Management and Partnership Section and the Safety Standards and Security Guidance Development Section.

The mission of the Safety Standards and Security Guidance Development Section (SSDS) is to coordinate and support the departmental efforts to ensure that the IAEA’s safety standards and nuclear security guidance constitute a comprehensive, up to date, coherent and authoritative suite of internationally agreed and accepted references; to enhance the review-revision process with the implementation of a new information technology platform for the knowledge and content management of the whole series of safety standards and nuclear security guidance; to provide for the maintenance of the safety and security glossaries and to promote the worldwide harmonized use of the Safety Standards publications and Nuclear Security Series publications.

Main Purpose

As a manager and team leader reporting to the Director, the Section Head plans, initiates, implements, guides, coordinates, and supervises the IAEA’s development, revision and dissemination of the IAEA safety standards and nuclear security guidance.

Role

The Section Head is: (1) a manager and team leader responsible for the effective development and implementation of the Section’s activities; (2) a coordinator and adviser to the Director on all matters related to the safety standards, nuclear security guidance and committee meetings related to their development and implementation; (3) a facilitator of cooperation with other organizations and with other divisions/departments in the IAEA dealing with the development and dissemination of the safety standards. The Section Head is responsible for the relevant administrative matters of the Section.

Functions / Key Results Expected

Identify areas in which safety standards, nuclear security guidance and safety and security related publications need to be developed. Establish the policy for the Department to follow in developing or revising safety standards and nuclear security guidance.

Coordinate the development of safety standards and nuclear security guidance within the Department, including reviewing proposals for new safety standards and nuclear security guidance, being informed about the current status of all standards, and ensuring that all safety standards, nuclear security guidance and other safety and security related publications comply with the Department’s policy, avoiding overlaps or inconsistencies.

Provide the Scientific Secretariat y for the Commission on Safety Standards and any related meetings.

Coordinate the Agency’s safety standards and nuclear security guidance with other international organizations.

Coordinate activities to promote and provide for the application of safety standards and nuclear security guidance .

Review feedback on the application of safety standards and nuclear security guidance.

Ensure an efficient programme management with regard to the whole process of development of safety standards and security guidance documents, from planning to publication, identify where areas of improvement are needed and implement corrective actions as appropriate, in close coordination with NS divisions and with Member States.

Organize internal review of safety and security related publications.

Qualifications, Experience and Language skills

Master’s Degree – Advanced university degree in engineering or physics or nuclear engineering.

Bachelor’s Degree – University degree in engineering or physics or nuclear engineering with two years of additional relevant experience may be considered in lieu of advanced university degree.

Minimum of 10 years of experience in nuclear safety and radiation safety standards and review activities.

Experience in an international multidisciplinary environment.

Experience in managing staff and financial resources, including the ability effectively to lead and motivate teams.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $92731 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 42934, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
