ORGANIZATIONAL CONTEXT

Since the independence in 2011, South Sudan continues to face a political crisis which manifests in insecurity associated with an economic crisis and a serious and protracted humanitarian crisis. WFP manages the largest humanitarian response in the country, reaching almost 4.9 million people in 2022. WFP also facilitates access for all other humanitarian agencies through its humanitarian air services and logistics support capacity. The Country Office encompasses approximately 1,300 employees across 15 Field offices providing assistance through the provision of vital life-saving food assistance using food distribution or cash-based transfers, school meals, malnutrition prevention and nutrition treatment activities, as well as asset creation and livelihood support.

The Country Office launches its recently developed ‘Country Strategic Plan (CSP)’ which closely links the Sustainable Development Goals and translates these into specific WFP Strategic Results, Outcomes, and Activities.

JOB PURPOSE

Support the WFP Country Office Security Unit in security information analysis, security information management and reporting. In addition, support the management of South Sudan security operations to enable effective delivery of programmes that meet food assistance needs and maintain the security and safety of WFP personnel, activities and assets. The National Security Analyst will to the WFP Head of Security, South Sudan.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Collects, collates, validates, and analyzes information from a variety of sources and prepares background notes, updates and reports on prioritized security-related issues.
  2. Prepares and updates States Security Profile of South Sudan, based on information from open and internal.
  3. Conducts analysis mission to identified field locations.
  4. Prepares the Daily Security Report and Security Quarterly. Provide security-related inputs for Security daily RMQ morning Update and Daily ED Operational Brief (DEDOB).
  5. Compiles various timely and accurate security reports with a focus on developments that affect or may affect the safety and security of WFP staff/assets/operations.
  6. Assists the Head of Security in dissemination of security-related information.
  7. Provides inputs for topical analysis and other analytical reports/updates pertaining to the security situation in the country, as well as security developments that have cross-cutting implications in the region.

KEY ACCOUNTABILITIES CONTINUED

  1. Update and advise upon local security developments and issues and the potential impact on WFP operations in South Sudan.
  2. Monitors Security Incident Reports (SIRs) entered into SIMSAS on incidents involving WFP staff/assets/operations, as well as contractor and partner staff engaged in support of WFP operations in the region; ensures necessary follow-up and integrity of SIR data; prepares SIR analysis.
  3. Identifies appropriate sources/resources to obtain security-related information pertaining to South Sudan and countries within the region; prepares a list of such sources/resources and makes suggestions on its update and development.
  4. Represents WFP Security at local and interagency meetings and articulates technical discussions for the exchange of knowledge and understanding of development within the security environment.
  5. Conducts research on identified topics related to the security situation in South Sudan and neighboring countries in support of WFP operations.
  6. Develop systems and tools for the monitoring and assessment of security situations needs in line with innovative methodologies and best practice.
  7. Provide inputs for presentations and briefings to WFP personnel, donors and partners on security developments in specific countries/regions, as appropriate.
  8. Performs other relevant security duties as tasked and detailed by the Head of Security or OiC.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant field, or First University degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.
Experience: Typically one year or more of progressively responsible professional experience in security management (relevant military, policy or corporate) and/or security risk management, with a background and interest in international humanitarian development. Experience in managing support staff.

Knowledge & Skills:

• Good theoretical understanding of security management concepts and principals with a knowledge of best practices, techniques and processes.
• Ability to assimilate a range of information and make basic analyses to support the development of efficient solutions.
• Good communication skills and ability to adapt communication style to different situations and individuals.
• Ability to contribute to and/or deliver effective briefing and training, assessing participant needs.
• Knowledge of common business principals and processes and the ability to quickly assimilate UN/WFP specific processes and systems.
Language: Fluency (level C) in English language and the duty station’s language, if different.
