Job Information

Contract Duration:  6 months (with possibility of extension)

Duty station: Erbil, Iraq (with trips to Dohuk, Mosul and Sinjar)

Working hours: Part-time (20 hours weekly)

Description

HAMAP-Humanitaire is looking for a Security and Admin-Log Assistant in Erbil to perform security duties including document redaction and update, monitoring and movement tracking. S/He is also expected to support the Admin and Logistics Department in its external administrative tasks and logistics and procurement duties according to HAMAP-Humanitaire procedures.

S/He supports HAMAP-Humanitaire’s mandate, values, and international standards.

Hierarchical and organizational links:

Reports to: Support Function Manager and Deputy Coordinator for Iraq (DCFI for Security and SFM for Admin)

Coordinates with: All staff

 

 

Main Responsibilities:

  1. Develop and update key security documents and ensure the implementation of security rules, procedures, and mitigation measures.
  2. Develop and update essential external administrative documents, ensuring upholding organizational standards and compliance with government-established protocols.

Duties:

  • Security
    • Develop and update key security documents such as Country Security Plans, Contingency plans, and procedures, and submit them for approval by the DCfI.
    • Advise the DCfI on the definition of safety and security strategies.
    • Ensure a constant monitoring of the safety and security events in the country and the region when relevant.
    • Report safety and security trends to DCfI
    • Ensure all staff are informed of the latest security dynamics and security rules and procedures as validated by DCfI.
    • Deliver regular and ad-hoc security briefings when necessary.
    • Ensure all movements are properly authorized and tracked.
    • Ensure security procedures and mitigation measures are applied, including by conducting field visits.
    • Plan renewal and purchase of safety and security equipment
    • Participate in the weekly meetings in the Erbil office and ensure safety and security information is disseminated to all staff, as required.
    • Ensure briefing staff on any immediate security threats and provide training if necessary.
    • Provide a security briefing to all new staff (advising on the current security)
  • Admin
    • Develop and update key admin documents such as procedures and submit them for approval by the Support Function Manager.
    • Process all legal documents for HAMAP.
    • Translate and interpret for the foreign staff when required (English/Kurdish/Arabic).
    • Process and obtain on-time KRI visas, residencies, stay, travel, or working permits for HAMAP staff.
    • Stays updated and informed about any change in the procedures to follow in order to obtain any visa, stay, travel or working permits.
    • Facilitate medical check-ups for the staff.
    • Maintain good relationships with local authorities.
    • Ensures that HAMAP-Humanitaire is in compliance with all the requirements of the NGO directorate and other national and local authorities.
    • Maintain records of formal letters ingoing and outgoing.

    • Knowledge of KRI in terms of its political, economic, and social trends.

Required Qualifications:

  • Education
    • Diploma, Bachelor or above degree in Political Science, Public Administration, Law, or a related discipline preferably from an accredited academic institution
  • Experience
    • 5 years’ experience in a similar position, preferably in an international, non-profit environment.
    • Experience in Safety and Security roles
  • Languages
    • Fluency in English, Kurdish, and Arabic are required.
    • Working knowledge of French an advantage.

Rules of conduct:

  • While working for HAMAP-Humanitaire, completing the entrusted tasks, or presenting his/herself as working for the NGO, the following is expected by the Representative:
  • Systematically reporting to the Country Director his/her activities and seeking approval before to undertake any unplanned activity.
