Security Assistant & Fleet Focal Point – Kirkuk

World Vision – Iraq Office is looking for a highly qualified and motivated person for the position of Security Assistant & Fleet Focal Point – Kirkuk
Purpose of Position:
To support the Zonal Manager and Security Coordinator, in ensuring that effective security and fleet safety measures for the Field offices/Response programs are appropriately planned for and addressed within the national context. The position will lead in optimizing organizational security, security risk management and be the focal point for managing day-to-day fleet operations for UNDP project.
MAJOR RESPONSIBILITES
Strategy & Planning
- Assist the Security Officer and Security Coordinator in Implementing the Response security strategy in alignment with WV security policy so as to ensure the operational priorities of the Zonal Offices is appropriately supported.
- Ensure Security Risk Assessments, Context Risk Ratings and Core Security Requirement standards, processes and procedures are completed in accordance with current Office of Corporate Security guidelines and training.
- Provide technical leadership and guidance to the Zonal Staff.
Security Operations
- Work with the Zonal Manager and other managers as appropriate to carry out Security Risk Assessments as required/directed.
- Ensure Zonal Context Risk Ratings are established and updated as required.
- Ensure Core Security Requirements are implemented in line with Context Risk Ratings for the offices within area of responsibility.
- Provide input and support to management in crisis situations and critical incidents.
- Conduct site visits with Operations team to conduct new area Security Risk Assessment to assist in expanding operational reach/portfolio.
Networking and External Liaison/Engagement
- Represent WV at local NGO security network meetings and ensure information from these groups is disseminated to relevant staff.
- Build ongoing networks for sharing security information and coordination,
Capacity Building and Technical Training
- Coordinate the assessment, development, and implementation of the response office capacity building plan for Zone Staff based on local security risk assessments.
- Seek to develop a culture of security awareness and monitor staff compliance.
Support Fleet Operations
- Coordinate with National Office Transport Officer in all matters relating to journey management within operational zone.
- Manage the drivers on a day-to-day basis.
- Facilitate requests for transport from staff to conduct World Vision business, or with the proper approval
- Prioritize transport requests where necessary in cooperation with the Zonal Manager and Transport Officer.
- Ensure the vehicle tracking system is in place and up to date.
- Ensure that proper vehicle management policies and fleet safety guidelines are followed.
- Ensure proper management of vehicle first aid kits, and associated safety equipment in the vehicles is checked regularly and maintained.
- Perform any other tasks as required by the Supervisor.
Reporting and Documentation
- Provide a regular security report to National Security and Fleet Coordinator.
- Ensure that all security incidents are reported and documented in accordance with WV Security Policy and Incident Management Notification Protocol
- Build the capacity of the field-based security focal persons where present.
- Collect, analyse, and disseminate security information appropriately.
- Maintain all required security and fleet related documents, to be reviewed and updated regularly and/or when needed.
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
- At least three (3) years of progressive work experience in a proven security field (public, private, and government or NGO sectors)
- Experience in operating in high security risk environment / armed conflict situation.
- Experience of incident reporting, incident mapping, information collation and analysis functions, compilation of security reports and assessments.
- Excellent coordination and reporting skills, with the ability to organize a substantial workload.
- Competency in Internet and Microsoft Office systems including Word, Excel, PowerPoint.
- No previous criminal record or convictions.
- Bachelor’s degree in a security related field (e.g. security management, political science, international relations)
- Formal security qualification or advanced security management training.
- Valid passport and driving license.
- Ability to work effectively under pressure (particularly in a crisis)
- Practical knowledge of tools, mechanisms, and procedures for personal and organizational security
- Experience in delivering security related training.
- Knowledge of fleet operations and journey management
- Demonstrated personal values, attitudes and behaviors that are consistent with World Vision Core Values
- Evidence of the following is desirable:
- Police/Law Enforcement or military training.
- Advanced Degree in Security Studies or related subject.
- Radio and/or Satellite phone communications experience, operations, and management
- Fleet Management and Fleet Operations.
- First Aid qualified.
Travel and/or Work Environment Requirement:
- The position requires ability and willingness to travel domestically up to 70% of the time.
- Non-standard work hours due to the nature of the security occurrences – may be asked outside of normal office hours.
Language Requirements:
Arabic:
Fluent in spoken Arabic – particularly in a crisis; good understanding of written Arabic.
English:
Good in spoken English – particular in a crisis; good written English.
