The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations that supports the successful implementation of its partners’ peacebuilding, humanitarian, and development projects worldwide. UNOPS helps partners build a better future by providing services that increase the efficiency, effectiveness, and sustainability of peace-building, humanitarian, and development projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement, and infrastructure services to a wide range of governments, donors, and United Nations organizations. 

In response to the ongoing crisis in Yemen, UNOPS provides project management, human resource services, and implementation support for a wide range of projects on partners’ behalf. With support from the World Bank, UNOPS is implementing two emergency projects: an integrated multi-sector project to restore and improve access to public social services in urban areas, including water and sanitation, solid waste management and electricity, and a solar energy project to provide improved access to electricity in rural and peri-urban areas of Yemen. UNOPS is further implementing initiatives under the UN Humanitarian Response Plan, aiming to enhance the capacity of communities to manage solid waste through procuring essential equipment and training. In addition, UNOPS is providing operational support to a number of UN partners in Yemen, with a focus on human resources and logistics.

The Security Associate works under the guidance and supervision of the Field Security Advisor within the office of the Country Manager and in close coordination with the Programme Managers and the office management team. S/he provides a comprehensive range of specialized and administrative support services for managing security and safety operations.  The Security Associate promotes a client-oriented approach consistent with UNOPS rules and regulations and UN Security Management System policies.  S/he is responsible for promptly resolving security-related issues and exchanging information

Technical Support Services:

  • Within the limits of delegated authority, the Security Associate is responsible for the following duties:
  • Assists the Field Security Adviser in collecting, updating, and communicating information regarding the security situation in Yemen;
  • Assists the Field Security Adviser in conducting routine security assessments and prepares summaries and recommendations for UNOPS operations in Yemen;
  • Assists the Field Security Adviser to gather, research, verify, and update security information and data required for
  • Proper analysis of the security situation, including preparedness and risks.
  • Developing the Security Plan and the Self-Assessment Programme for the mandatory mitigation measures.
  •  Supports actions during the implementation of the Security Plan, as required; and assists with the monitoring of the security measures implementation as recommended in the Security Risks Management (SRM) process for Yemen;
  • Under the supervision of the Field Security Adviser, disseminates, relays, exchanges, and communicates information regarding the security situation in Yemen;
  • Compiles and tabulates the results of questionnaires and data to support the monitoring of compliance with the required security mitigation measures established at the duty station.
  • Assist the Field Security Adviser in reporting security incidents affecting UNOPS personnel, premises,  assets, and operations, and assist in the preparation of security reports, such as the Security Incident Report and other Security Assessments;
  • Undertakes routine follow-up action on security issues on behalf of the supervisor and informs the supervisor of status;
  • Provides security orientation to newly assigned UNOPS personnel and conducts security briefings as assigned by the Field Security Adviser;
  • Provides guidance and advice to personnel on routine security procedures, communication channels, and focal points;
  • Administratively supports the organization of training courses on security awareness and preparedness and may participate as a resource;
  • Liaison with private companies used for UNOPS security at premises to facilitate the effective and efficient use of the guard force;
  • Administers field missions Mission Security Clearance Request (MSCRs), Evacuation and Humanitarian Operations Committee (EHOC notification system), and Host Government clearance processes;
  • Coordinates and tracks UNOPS field missions to facilitate movement within the country; and, in consultation with the Field Security Adviser, provides minute-to-minute guidance to the team leader and/or mission participants, as well as keeps coordination with the UNDSS and SOC (Security Operation Room); And can be participating in field missions when required;
  • Administers requests for UNOPS Offices and UN residential compound access with UNDSS;
  • Maintains updated staff lists and information related to UNOPS premises,  residences, project sites, focal points, and the warden system for implementation of the  Office /Operations’ Security Plan and shares with UNDSS regularly and/or as directed;
  • In the absence of the Field Security Adviser, represents UNOPS at Security Cell meetings to record matters arising and provide routine information to clients;
  • In the absence of the Field Security Adviser, works closely with UNDSS and assists UNDSS in performing their overall coordination role, providing information and support on issues related to UNOPS;
  • In the absence of the Field Security Adviser, acts as OiC for Security in Yemen;
  • Performs other security-related tasks as assigned by the Field Security Adviser

Office Administration:

  • Provides general administrative services for the security function;
  •  Maintains a database of contact details of host country security authorities;
  • Maintains an updated EHOC list for National staff residencies, when applicable;
  • Assists the Field Security Adviser in managing the information flow, following up on the timeliness of responses for initiatives, correspondence, and queries with internal and external stakeholders, including Security Focal Points of UN agencies and The UN Department of Safety and Security (UNDSS);
  • Organizes meetings and briefings, arranges appointments, receives visitors, places and screens telecommunications, answers queries with discretion, and takes minutes and/or notes at meetings as directed by the Field Security Adviser;
  • Prepares reports, tables, databases, charts, etc., applying technical skills and knowledge in formatting;
  • Facilitates security communication systems by operating specialized data-communication equipment;
  • Maintains routine and confidential correspondence files/documents, ensuring data security and other sensitive information.administers UNOPS personnel pass and ID system with UNDSS ID Unit;
  • Maintains an updated security shared drive.

Team Management:

  • Facilitates the engagement and provision of high-quality results and services for the team, supervised through effective work planning, performance management, coaching, and promotion of learning and development.
  • Assists the Field Security Adviser to provide oversight, ensuring compliance by the office personnel  with existing security policies, procedures, and best practices.

Knowledge building and knowledge sharing:

  • Assists the Field Security Adviser in organizing, facilitating, and/or delivering training and learning initiatives for UNOPS personnel on security;
  • Provides sound contributions to knowledge networks and communities of practice by synthesizing lessons learned and dissemination of best practices in security;
  • Collects feedback, ideas, and internal knowledge about processes and best practices and assists the Field Security Adviser to utilize productively.

Impact and Results:

The effective and successful achievement of results by the Security Associate affects the overall efficiency of the relevant business unit in relation to security matters, compliance with the UN Security Management System policies, guidelines, and advisories, and the effective delivery of programs and projects. Timely and accountable delivery of services contributes to improved security for UNOPS personnel and assets. This promotes the image of the office and enhances UNOPS’ competitive position as a partner of choice in sustainable development and project services in the country/region served

Education/Experience/Language requirements

Education:

  • Completion of secondary school is required. 
  • First University Degree in Business Administration, Public Administration, or equivalent disciplines is desirable but not required. 
  • Relevant certification in security related studies is a distinct advantage

Expereince:

  • A minimum of six years of relevant experience in security or operations’ services is required in national or international, public or corporate organizations, including in the following areas: Incident reporting, security administration support, security communication, telecommunication and warden system.
  • Prior experience with the UN system or international NGOs is desirable.
  • Proficiency in computers and office software packages (MS Office), and experience in handling of web-based management systems is highly desirable.
  • Knowledge of Telecommunication (including HF and VHF) is desirable. 
  • Possession of a valid driver’s license is a requirement.

Language:

  • Fluency in Arabic and Egnlish languages.
  • Knowledge of another official UNOPS language is an asset
