This position is located in the Office of the Director for Coordination and Shared Services of the Departments of Peace Operations (DPO) and Department of Political and Peacebuilding Affairs. The Program Officer reports to the Focal Point for Security. The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues. The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department’s mandate is to prevent and resolve conflict through inclusive political solution.
Responsibilities
Within delegated authority, the Security Coordination Officer will be responsible for the following duties: •Engages in the development and implementation of the system-wide organizational resilience policy; monitors and analyzes related programmes •Development and implementation; reviews and evaluates organizational resilience strategy, plans, and tools for peacekeeping missions.; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant peacekeeping missions; ensures corrective follow-up actions. •Performs consulting assignments, in collaboration with peacekeeping missions’ organizational resilience focal points, by planning, designing, and facilitating training workshops, through other interactive sessions, such as webinars and remote assistance, and assisting in developing the action plan the peacekeeping missions will use to manage the change. •Works with key stakeholders to develop, coordinate and implement strategy for crisis management at Headquarters and in the field, including analysis of lessons identified, and opportunities for improvement. Researches, analyzes, and presents information gathered from diverse sources. •Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. Provides technical and subject matter expertise. •Designs and facilitates crisis management simulation exercises; reviews, analyzes, and interprets responses, identify areas of development, and implement conclusions through monitoring, review, and exercises •Organizes and prepares written outputs, e.g., draft background papers, analysis and lessons learned studies. •Provides substantive backstopping to consultative and other meetings to DPO representatives on the Senior Emergency Policy Team and Crisis Operations Group. •Initiates and coordinates outreach activities; conducts training workshops, seminars, makes presentations on assigned topics/activities. •Leads and/or participates in large, complex field missions, including provision of guidance to external consultants and other parties on crisis management, mass casualty preparedness and response, crisis communications, IT disaster recovery and business continuity. Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). •The Programme Officer may also act as the officer in charge of the DPPA DPO ODCSS Focal Point for Security section and be required to represent DPO as the departments’ alternate Security Focal Point. •Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in disaster or crisis management, project management or a related field is required. Training and certification in crisis/disaster management is desirable. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, or related area is required. Experience in developing crisis management policy and facilitating crisis management simulation exercises is desirable. A minimum of one year of experience in UN peace operations or other field operations with a public international organization in crisis management and/or business continuity is desirable. Experience in design and delivery of training in crisis management and/or business continuity is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
