Organizational Setting

The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes. Its mission statement is as follows: “MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose”. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.

Main Purpose

Reporting directly to the Central Security Coordinator (CSC), the Security Coordination Officer (Policy and Planning) is a key and dynamic position that takes the lead in security coordination and security service delivery to the IAEA’s departments and divisions. He/she supports the CSC to ensure the development, implementation and compliance of the Agency’s security policy framework. He/she develops and implements the Agency’s skills training and information platforms in compliance with the UN Security Management System (UNSMS) and the Organizational Resilience Management System (ORMS). He/she also contributes to strategic planning and security governance initiatives to support best practices dealing with all aspects of the Agency’s security and collaborates closely with relevant UNDSS partners and the Agency’s internal Departments and Divisions for the delivery of relevant services.

Role

The Security Coordination Officer (Policy and Planning) is: (1) a project manager, initiating, planning, executing and controlling agreed work related to quality assurance and continuous process improvements to enable the safe, secure and efficient conduct of the Agency’s programmes and activities;(2) a technical leader supporting the design and formulation of security measures and policies throughout the Agency; and( 3) a technical focal point, coordinating and delivering Agency security related solutions and support arrangements related to policy, procedures, guidelines, training programmes and the procurement of specialist equipment and resources.

Functions / Key Results Expected

– Coordinates the development, implementation and review of the Agency-wide security framework including the provision of assistance to the Agency’s Departments and Divisions and champion appropriate awareness of Agency-wide security and organizational resilience plans, policies, training material and equipment/resources.
– Identify and analyze on a regular basis the internal communication and security information needs of stakeholders, including staff and management and design and implement internal communication tools and services that meet stakeholder needs and Agency requirements.
– Lead the implementation of security and organizational resilience policy and related activities, including serving as a member of the IASMN, in the absence of the CSC, to ensure the IAEA is kept informed of the latest developments in security policy.
– Organize informational briefings and other outreach activities related to the Agency’s compliance with the UNSMS, ORMS and other security related activities and programs including overseeing the development and sustainability of an effective information security information platform to disseminate policies and guidelines including the ongoing review of UNSMS policy changes and updates.
– Provides expert guidance and act as a focal point or resource person, where needed, for cross-departmental issues relating to technical security design, installation, specifications development and overall systems commissioning for all electronic surveillance, electronic access control and intruder detection systems.
– Coordinate with internal Departments and UNDSS stakeholders to enhance collaboration, particularly with respect to the review and clearance of correspondence with Member States, international organizations and other counterparts for security arrangements related to the Agency’s programmes.
– Perform tasks related to other security activities such as risk management, business impact assessments, disaster recovery infrastructure; protection of vital records and incident management and security investigations, working with OIOS as necessary.

Qualifications, Experience and Language skills

  • University degree on a security-related subject such as political science, business administration, international relations or an equivalent degree from a Member State military or police institution.
  • United Nations Security Certification Programme (SCP) at the Fully Competent level of certification or above is a strong asset.
  • United Nations Security Analysis Process and Practice (SAPP) at the Fully Competent level of certification or above is a strong asset.
  • Minimum of five years of relevant professional experience preferably in international organizations.
  • At least 3 years of experience working within the UN Security Management System.
  • Ability to promote knowledge management initiatives, particularly through cultivating a culture of information and knowledge sharing.
  • Experience in working with multicultural and multidisciplinary teams.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $64121 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 29367*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.   • Candidates appointed to posts in the Professional and higher categories are subject to IAEA rotation policy and their maximum tour of service shall normally be seven years.
