Org. Setting and Reporting
The Department of Safety and Security is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the programmes and activities of the United Nations System. The post of the Security Coordination Officer is located in the Security and Safety Service (SSS), Division of Administration of the UN Office at Geneva (UNOG). The incumbent reports to the Chief of the Security and Safety Service.
Responsibilities
Within limits of delegated authority, the incumbent will be responsible for the following duties: – Provides technical advice to the Strategic Heritage Plan (SHP) team and contributes to the process of validation of security and safety related measures included in the SHP as well as those that, as a result of the constructions and renovations works, have to be taken to ensure safety while permitting the normal development of the SHP works and UN regular activities. – Leads the participation of the SSS in the Security Master Plan, and maintains constant liaison with internal and external parties involved in its development, with focus on ensuring that mitigating measures respond to UNDSS physical security principles and that they are the most adequate to support UN programmatic needs. – Oversees the contract management and procurement related processes associated to the Security Master Plan and to the other projects under the incumbent’s purview, including technical evaluations of security systems and equipment. – Coordinates the development and execution of security and safety projects in coordination with UN and external implementing parties by ensuring the consolidation of a global integrated security system. – Provides direction in the process to select security related goods and services by preparing terms of references and by representing the SSS in procurement processes. – Coordinates and analyzes programme/project development and implementation including activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.); reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. – Plans, develops and implements procedures and workflows which result in the expedient processing of organizational requests and responses in accordance with existing policies and procedures. – Prepares strategic briefs, reports, policy statements, correspondence and internal memoranda on behalf of the Chief of the Security; screens requests for consistency with agreed strategies. – Assigns items for action within the SSS and cooperates and supports SSS operational managers for the implementation of measures aimed at meeting the highest level of safety during the implementation of the projects. – Performs other related tasks as requested.

Education
Advanced university degree (Master’s degree or equivalent degree) in political/social science, law, criminal justice, business administration or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Certification from a Police/Military War College/Senior Staff Course is desirable.
Work Experience
A minimum of seven years of progressively responsible experience in security, risk or disaster management in the public or private service areas, such as national security, military or police or in a corporate environment is required. Senior command or management experience in the public or private or corporate sector is required. Prior experience in the management of security and safety services within the United Nations System is desirable. Project management experience in physical security related projects is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English or French and knowledge of the other language is required. Knowledge of another United Nations official language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
