JOB DESCRIPTION

INTRODUCTION

The Caribbean Development Bank (CDB/the Bank) seeks a Security Coordinator (SC) to lead the security function for the Bank. The SC will be accountable for protecting all CDB assets and personnel at Headquarters, other established duty stations, and while on their official travel.

THE FACILITIES & SECURITY UNIT

The SC reports to the Facilities Manager. The Facilities & Security Unit is a multi-disciplinary Unit providing a comprehensive campus planning and management service and a range of facilities support services to ensure that the Bank’s land and property assets and related physical resources can support the Bank’s work safely, effectively and efficiently. The Unit is responsible for advising on and contributing to the strategic and operational management of the facilities, security, business continuity and workplace health and safety portfolios.

THE ROLE

 

The SC is responsible for providing leadership, operational support, and oversight of the security function to enable the safest and most efficient conduct of the Bank’s programmes and activities. They will evaluate the effectiveness of physical security and safety infrastructure, practices and culture of the Bank, including, but not limited to, emergency preparedness and security procedures, business continuity and crisis management planning, disaster recovery, building safety measures, and overall duty of care for staff. The role requires a client-service mindset in understanding and meeting client needs and a strategic and operational orientation to align the security portfolio with the Bank’s vision and available resources.

KEY RESPONSIBILITIES

The responsibilities of the SC include the following:

  • Reviewing and monitoring activities related to preparing security plans for CDB’s premises, including all aspects related to elaboration, development and updating of the plan and, if necessary, its implementation.
  • Coordinating and networking with security officers / focal points of all relevant regional actors, including the Regional Security System (RSS), regional government forces of law and order and security partners in Haiti to ensure maximum security coordination.
  • Monitoring and evaluating office physical security measures, such as barriers, issuance of identity cards, entry and exit controls, as appropriate, for standard or emergency conditions.
  • Developing and promulgating security management guidelines and Bank policies related to safety and security matters.
  • Establishing procedures for and supervising investigations of security-related incidents involving Bank staff, eligible dependents, and consultants. Overseeing incident reporting and response, including incident logging, trend analysis, and appropriate notification and coordination.
  • Maintaining an emergency communications system and ensuring timely security information distribution, especially during a crisis. Coordinating crisis response teams, advising management on crisis response procedures and incident response, and preparing alerts and advisories for staff.
  • Reviewing travel protocols for staff and managing the travel tracking and emergency notification systems. Evaluating transportation and accommodation arrangements to determine adherence to the Bank’s guidelines and duty of care requirements and reporting on anomalous country-based travel patterns.
  • Developing and implementing security risk and vulnerability assessments and reviewing existing practices to ensure the timely identification and management of threats, including mitigation and prevention measures. The assessments include specific situations with security implications, such as major Bank events and VIP visits.
  • Budgeting for the security portfolio and recommending improvements to practices and operations to optimise budget uilisation.
  • Managing external safety and security vendors and resources, ensuring they maintain service level agreements and align their practices with the Bank’s security objectives and protocols.

SELECTION CRITERIA

The SC must demonstrate strong leadership and collaboration skills in coordinating the security portfolio and responding to client needs. They should be decisive and possess the business acumen and planning expertise to guide their team and colleagues through challenging initiatives.

The successful candidate should have the following:

  • A graduate degree or equivalent from a recognised institution in an area related to security management or related discipline.
  • Considerable practical experience of security management, assessment, planning, designing and implementing procedures in a regional or international organisation whose operations include multiple locations and significant staff travel.
  • Experience conducting threat and risk assessments, dealing with law enforcement agencies and leading responses to security incidents, including investigations.
  • Strong assessment, evaluation, analysis, and strategic planning skills.
  • A second language competency – preferably French.

  • Plan, implement and use technologies that support the day-to-day operations of the security management function.

TERMS OF APPOINTMENT

This is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal. The salary is competitive and commensurate with qualifications and experience. A pension plan, life and medical insurances are included in the benefits package.
