Division Summary 
IDG’s International Education Division supports education development around the world by strengthening education policy, management and practice in order to achieve measurable improvement in teaching and learning. Project Summary 
The Primary Education in Crisis Activity (PECA), funded by USAID/Ethiopia and the LEGO Foundation, aims to address the critical educational needs of children in Ethiopia. The purpose of this Activity is: improved learning outcomes, wellbeing, and systems resilience for the most vulnerable primary school age children affected by crisis in Ethiopia.  

Achievement of the purpose is dependent on success in the areas of the following three Intermediate Results (IRs)

  • IR 1: Improved federal and regional capacity to prepare for, coordinate and oversee play based targeted instruction during acute crisis through to recovery
  • IR 2: Educators, school and classroom environments, formal and informal, have improved capabilities to support children’s holistic foundational skills and wellbeing
  • IR 3: Communities and caregivers have improved capabilities promote children’s holistic foundational skills, wellbeing, and resilience

Position Summary 
RTI is seeking a Security Manager in Ethiopia to ensure robust security measures are implemented and maintained across the project in alignment with RTI’s global security standard. The Security Manager will collaborate closely with RTI’s Global Security Team to ensure all appropriate security measures are implemented based on context and implementation needs. The Security Manager will be responsible for performing a variety of duties to ensure the security of staff, assets, buildings and grounds. This position will lead, manage and implement a response to emergency situations as necessary. This position will be based in Addis Ababa, Ethiopia and will report to the Finance and Administration Director. 

Responsibilities
 

Your primary responsibilities will include but not be limited to:

  • Develop and maintain project security program in alignment with RTI’s security manual.
  • Monitor security conditions in Ethiopia and the surrounding region through local networks, reporting channels, and relevant platforms.
  • Generate and circulate a daily security report to keep staff informed.
  • Register with and actively participate in the Overseas Security Advisory Council (OSAC) and other relevant organizations.
  • Provide regular security updates to project leadership, offering tailored guidance to staff and visitors on RTI security protocols.
  • Conduct security training sessions for all project staff to build awareness and preparedness.
  • Investigate thefts, breaches, or incidents, and complete adverse event reports in compliance with RTI protocols.
  • Lead and manage emergency responses to ensure staff safety and continuity of operations.
  • Oversee the security of all project offices, facilities, and assets.
  • Manage field travel logistics using Journey Management planning tools and tracking systems to ensure safe movement of staff.
  • Support additional responsibilities as assigned by the Finance and Administration Director. 

 

Qualifications

  • Bachelor’s Degree with 8 years of experience, or Master’s degree with 6 years of experience, or equivalent combination of education and experience.
  • Experience in designing and implementing security strategies, including providing event security support. 
  • Strong background in managing security for static and field teams in high-risk environments.
  • Familiarity with international development systems and policies. USAID experience preferred. 
  • Preferred certifications: Certified Security Project Manager (CSMP) or Certified Protection Professional (CPP).
  • Proficiency in local labor and employment laws and knowledge of legal resources.
  • Proficiency in English (oral and written) is required.
  • High degree of professionalism, discretion, and cultural sensitivity.
  • Strong leadership, coordination, and organizational skills.
  • Excellent negotiation, partnership-building, and collaboration abilities.
  • Ability to work independently and as part of a team.
  • Exceptional writing, presentation, and communication skills.
  • Willingness and ability to travel throughout Ethiopia.
  • Experience working on USAID or LEGO project startups and closeouts is preferred.
