OBJECTIVES OF THE PROGRAMME

Mettre en œuvre des politiques et procedures appropriees pour garantir la securite et la surete des membres du personnel, des personnes a leur charge eligibles et permettre un environnement securise pour la mise en œuvre des programmes de l’OMS sur le terrain dans tout le pays.

DESCRIPTION OF DUTIES

La/le titulaire du poste executera les taches suivantes:Appuyer le Representant de l’OMS dans le maintien de la surete et de la securite du personnel, des locaux et des actifs de l’OMS, conformement aux politiques et principes de l’UNSMS et de la gestion de la securite de l’OMS;Appuyer le Representant de l’OMS avec une analyse independante des menaces de securite emergentes contre le personnel, les operations, les locaux et les actifs de l’OMS, en surveillant la situation securitaire dans tout le pays, en coordonnant et en entreprenant des evaluations des risques de securite pour le Bureau de pays et les Sous-bureaux;Proposer, developper et soutenir la mise en œuvre des mesures de gestion de risques et de plans d’urgence, et recommander des procedures operationnelles standard (SOP);Aider le Bureau de pays et les Sous-bureaux a avoir un niveau acceptable de conformite aux mesures recommandees par le Processus de Gestion des Risques de Securite (SRM) ; surveiller et contribuer a la mise en œuvre des mesures de securite decrites dans le plan de securite, le SRM et les SOP ; et faciliter le respect par les membres du personnel des mesures et des directives de securite.Soutenir la conception, en cooperation avec l’equipe de donnees et les coordinateurs de terrain, d’un systeme efficace pour suivre le personnel de l’OMS et les intervenants dans tout le pays, notamment pour permettre aux coordinateurs de terrain d’informer le personnel, les consultants, les partenaires et les personnes a charge presents sur leurs sites de terrain respectifs;Proposer des hebergements appropries, avec des mesures de securite adequates pour tout le personnel et les intervenants, garantissant leur securite et leur bien-etre;Formeret informer le personnel sur les procedures de communication par radio, les procedures de convoi, l’identification des engins explosifs, l’identification du materiel requis au titre des mesures de securite, les procedures de securite et d’evacuation, ainsi que les autres questions et precautions a prendre ;Faciliter la mise en œuvre de systemes d’alerte rapide pour obtenir des informations et des mises a jour pertinentes et en temps reel sur la situation securitaire actuelle ; et en etroite coordination avec l’equipe logistique, veiller a ce que tout le personnel deploye et les intervenants recoivent un equipement de communication adequat a leur arrivee;Assurer la participation de l’OMS a la cellule de securite des Nations Unies, en etablissant/maintenant des contacts avec toutes les autorites nationales competentes, y compris les agences de securite nationale, le cas echeant;Contribuer a l’elaboration des rapports de situation periodiques sur la securite dans le pays a l’intention du Representant de l’OMS et du Responsable regional de la securite sur le terrain a AFRO et du Bureau de pays de l’UNDSS;11. Executer toutes les autres taches connexes assignees parle superviseur direct et le Representant de l’OMS.

REQUIRED QUALIFICATIONS

Education

Essential: – Un diplome universitaire (licence) en sciences policieres, ou en administration des affaires, en sciences politiques/sociales, en psychologie ou en relations internationales avec specialisation ou formation. – Certification en gestion de la securite ou un diplome ou formation equivalente dans une academie militaire ou de police.- Formation formelle en gestion des risques de securite
Desirable: Etudes/formation en securite / Formation FSA UNDSS

Experience

Essential: Un minimum de sept (07) ans d’experience en gestion de la securite, au niveau national dans les institutions publiques , Organisations Non Gouvernementales, les forces armees oula police. Une experience averee dans la formation et l’orientation du personnel sur les questions de securite.
Desirable: Experience anterieure dans une institution internationale et dans un environnementet dans un environnement d’urgence,de conflit/post-conflit/crise

Skills

– Une formation militaire ou policiere pertinente, une experience directe sur le terrain acquise dans un contexte international comme celui des operations de terrain organisees par une Institution du Systeme des Nations Unies ou celui des operations onusiennes de maintien de la paix;-Une connaissance du systeme de gestion de la securite aux Nations Unies;-Des aptitudes analytiques averees;- Competences en communication interpersonnelle et efficace.- Aptitude a travailler sous pression-Une experience dans le domaine des enquetes serait consideree comme un atout.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 48,939 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
