The Security Officer reports to the CFO or Security Manager for supervision. The Officer provides professional technical, operational and administrative assistance to the supervisor to manage a range of activities on security planning, management and risk assessments to ensure the safety and security of personnel and their eligible family members and safeguarding of UNICEF premises, assets and resources at the duty station. The Security Officer is also responsible for management of Security Associates within the respective SRM Area.

How can you make a difference?

The Security Officer reports to the CFO or Security Manager for supervision. The Officer provides professional technical, operational and administrative assistance to the supervisor to manage a range of activities on security planning, management and risk assessments to ensure the safety and security of personnel and their eligible family members and safeguarding of UNICEF premises, assets and resources at the duty station. The Security Officer is also responsible for management of Security Associates within the respective SRM Area.

  1. Provision of security advice to enable the development of strategic goals and to apply the Security Risk Management principles and procedures
  • Continual support to the Senior management / Security Manager / Security Specialist including advice on the impact of security policy changes.
  • Provide guidance to all managers and personnel with an aim of ensuring security is considered as a core component of all activities.
  • Conduct risk assessments for programme and activities in the field.
  • Keep all personnel apprised of security as the situation demands through established security notification systems.
  • Security briefings for visiting personnel to UNICEF Country office

2. Coordinate security to ensure the highest degree of support is achieved while enabling programme delivery.

  • Establish effective coordination with local authorities, UNDSS, other UN agencies and Implementing Partners to ensure the security of personnel, activities and assets through the implementation and compliance of UNICEF and UNDSS SOPs / advisories.
  • Provide input into Area SRM documentation, Area Security plans, road and location specific assessments as well as thematic / geographic ad hoc SRMs.
  • Conduct field trips with or on behalf of the Senior management, Programmatic Sections and / or the Security Manager to determine the viability of programme delivery in identified geographic areas.
  • Liaise with UNICEF Security Team in other UNICEF offices and UNICEF Security Manager to coordinate security aspects to programme delivery / planning.
  • Provide advice to personnel on mission planning and the conduct of activities / operations
  • Provide technical advice and share key information to Implementing Partners (including the Saving Lives Together concept).

3. Enable the security of staff members during regular working periods and in extremis

  • Update and maintain the details of emergency contact lists, warden lists and personnel lists.
  • Hold meetings with the management of security service providers, as directed by the Line Manager, to ensure that all agreed procedures are followed and implemented.
  • Review and continuously update UNICEF specific SOPs and contingency Plans at all locations, as directed by the Line Manager.
  • Enable the security of personnel and eligible family members in times of extremis.
  • Assist with the Area Security Plan providing advice / liaison to UNDSS and other relevant UN AFPs on all UNICEF related issues.
  • In case of significant security incident / events pertaining to UNICEF, provide the required reports to Security Manager / Security Specialist.
  • Update personnel on the developing security situation in the duty station and operational radius.
  • Provide training and familiarization for all personnel, as directed.

4. Provide exemplary management and leadership, motivating and developing staff members under my supervision to perform at their best and live the core values (care, respect, integrity, trust, accountability, sustainability).

  • Provide all my staff with clear direction, objectives and expectations aligned with organizational strategy and policy.
  • Maintain a secure work environment of transparency, accountability and respect that complies with UNICEF’s zero tolerance commitment against all forms of harassment and abuse and with United Nations Security Management System (UNSMS) provisions for my duty station.
  • Manage performance of my staff: regularly discuss performance, giving honest, timely, constructive feedback; identify learning goals for staff and ensure a supportive environment for personal and professional development.

The efficient and effective support provided by the Security Officer facilitates the timely and appropriate planning and implementation of security plans and measures that directly impact on the safety and security of personnel and their dependents and organizational premises, assets and resources.

To qualify as an advocate for every child you will have…

  • Education:

    A university degree in one of the following fields is required: Security Risk Management, International Relations, Conflict Analysis, Intelligence Analysis, Diplomatic Studies, Conflict and Security, Counter Terrorism or another relevant technical field.

  • Experience:

        A minimum of two years of professional experience in global security risk management and/or security analysis is required. 

         Demonstrated international security management experience and understanding of the United Nations Security Management System is highly desirable. 

  • Language Requirements:

    Fluency in English and Ukrainian is required. Knowledge of another official UN language is an asset.

Remarks:

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be cancelled.

All selected candidates will undergo rigorous reference and background checks and will be expected to adhere to these standards and principles. Background checks will include the verification of academic credential(s) and employment history. Selected candidates may be required to provide additional information to conduct a background check.

Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. This position is based in Dnipro and the incumbent will be expected be work on-site. However, depending on the security conditions and advisory, s/he will be required to relocate within Ukraine.
