ORGANIZATIONAL CONTEXT

In September 2018, after more than five years of civil war, the Republic of South Sudan signed a peace agreement with several opposition parties, including the SPLA-IO. Yet over the past two years, implementation of the peace agreement has stalled, and South Sudan continues to present a wide array of challenges to the conflict sensitive delivery of humanitarian assistance. While an enduring ceasefire covers most of the country, new armed opposition groups have emerged, with some remaining outside the peace agreement, and the peace process is deeply troubled and at risk of collapse. Armed conflict continues in several parts of the country, particularly in parts of Central and Western Equatoria. Sub- national and local violence has increased in Warrap, Lakes, Jonglei, Upper Nile, and Unity states, resulting in the killing of civilians and large-scale displacement, as well as contributing to widespread food insecurity and malnutrition.

United Nations Security Council Resolution 2417 (2018) reaffirmed the well-evidenced role of conflict as a primary driver of food security – including famine risk and occurrence – economic crisis, and the degradation of resilience in rural and urban contexts. These links demand a heavy analytical emphasis on the interactions of conflict, socio-economic wellbeing, and humanitarian programming if WFP is to be effective in South Sudan. Likewise, the role of humanitarian assistance – especially food and cash – in armed conflict and the associated risks of unintended negative consequences and opportunities for positive contributions to peace demands integrated conflict, food security, and programmatic analysis. The World Food Programme requires dedicated analytical staff to ensure conflict sensitive programming and to further the Triple Nexus agenda in South Sudan.

JOB PURPOSE

To support the management of WFP’s security operations to enable the effective delivery of programmes that meet food assistance needs and maintain the security and safety of WFP personnel, activities, assets and facilities.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Work in close collaboration with internal counterparts and external partners to align security activities with wider programmes and ensure compliance with security policies and procedures.
2. In conjunction and in support of the Access unit, identify and maintain relationships with key interlocutors within the SSUD authorities to be able to support staff protection, assets, activities and facilities from a security perspective where WFP is present.
3. Provide technical advice, guidance and support in such areas as operational security requirements, security assessments and plans that will work towards strengthening the internal capacity in areas such as security management, crisis readiness and preparedness while also contributing to the development of the country security strategy.
4. Keep up to date with and advise upon local security developments and issues and the potential impact upon WFP operations to inform security and operational activities.
5. Conduct context analysis in conflict affected areas of operations, determining the key characteristics and locations of non-state armed groups (NSAG).
6. Ensure that all operational field deployments especially the temporary field missions are conducted In a safe and secure manner focusing on the security of WFP staff, partners and Assets.
7. Undertake context analysis and provide reports on the state of the conflict affected areas of operations, determining the key characteristics and locations of non-state armed groups (NSAG). Initiate and manage the formation of an analysis cell and provide regular reports on the situational outlook for SSUD to senior management.
8. Coordinate with the Access unit for the identification and notification of local authorities in advance of any missions and engage with the relevant authorities on the ground to provide a security-based assessment of the situation and communicate and negotiate security guarantees or “acceptance” for WFP to operate in all areas.

OTHER SPECIFIC JOB REQUIREMENTS

1. Support the monitoring and evaluation of WFP activities, providing technical analysis and information as required to support the assessment of activity impact.
2. Provide critical support and advise in any negotiation or critical incident management situation.
3. Conduct regular security assessment missions in South Sudan and produce a Security Risk Management (SRM) and ad Hoc SRMs as required.
4. Management and control of the operations room and develop systems and tools for the monitoring and assessment of security situations and crisis management needs in line with innovative methodologies and best practice.
5. Act in an assigned emergency response capacity as required in support of WFPs food assistance needs.
6. Facilitate training sessions as required to build the security capacities of WFP staff and internal/external partners.
7. Perform any other security duty as tasked by the Head of Security in line with core organizational requirements.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in security risk management, business administration, political/social science, psychology, criminal justice, law, international relations or a related field OR first University degree with additional years of related work experience and/or relevant training/courses (LSA-SCP-SAPP or equivalent).

Experience:

A minimum of five (5) years working experience in Safety and Security Risk management, international law or management of humanitarian operations in high or medium security context.
