Eastern Region Security Operations Centre (SOC) is a cost-shared resource, established to support the safety and security of personnel, premises, assets and operations working for various organizations covered by the United Nations Security Management System (UNSMS) in Eastern Region of Libya.

The SOC will operate 24 hours a day, 7 days a week with SOC Assistants rotating equally through the three (day, afternoon, and night) shift system.

The SOC Assistants work under the direct supervision of SOC Supervisor and general supervision of ASA/FSCO, and they are important part of UNDSS Integrated Security Workforce and UNSMS system in Libya. They work in close collaboration with the security professionals and personnel of other UNSMS entities as well as with host country security elements.

Duties and Responsibilities 

 Operational:

  • Be available on short notice to work any of the three shifts (day, afternoon, or night shift) when requested by SOC Supervisor.
  • Receives, transmits, or relays security and safety messages and information on behalf of the DO/ASC/ASA/FSCO via all identified means of communication to personnel.
  • On receipt of notifications of security and safety incidents, escalates these via the appropriate and defined channels for follow-up and support.
  • Using the SCS, monitors the movement of field missions, as defined by the Security Risk Management (SRM) process and appropriate standard operating procedures (SOPs);
  • Based on the local SOPs facilitates the provision of immediate support to the UNSMS and INGO personnel involved in security or safety incidents: alerts the response and support functions through the appropriate and defined channels, gives the necessary feedback and input to the personnel involved in the incidents, maintains the communication link to personnel, acts in an overall supportive role. Records all information and communications related to these incidents.
  • Notifies the respective UNSMS organizations or INGOs security focal points when their personnel are involved in a security or safety incident.
  • Monitors the CCTVs covering the UN Hub and immediately alert inform SOC supervisor and/or security guard on duty if any abnormal movement or activity is noted.
  • Maintain close coordination with the security guards and Hub management in terms of visitors’ access, vehicle parking, contractors/technicians for maintenance works, etc.
  • Coordinates with the DP official on behalf of UNDSS/FSCO for DP escorts required for official movements.
  • Coordinates and follows up on NVs and movement clearances for UNDSS staff and missions.
  • Monitors the usage of the SCS and ensures it is used according to established SOPs; guide personnel on appropriate behavior when using the SCS.
  • Verifies the operational status of the SCS (BGAN, SAT phone, Tetra, VHF radios, etc.) to ensure that personnel can use or access the SCS and that the SCS is functioning properly. Reports any anomalies to the appropriate authority for further action or guidance.
  • Closely monitor all open media sources in order to capture and report security-related incidents which could affect UNSMS operations. Report all security and safety incidents in a daily sitrep.
  • Introduce security related-incidents and UNSMS personnel data into the SOC Database as well as provide information upon request as cleared by UNDSS.
  • Provide advice to UNSMS staff regarding the security situation, conditions of roads, location of block-posts, closest medical facilities, and other relevant information for guiding missions in the field.
  • Undertakes personnel headcount in accordance with instructions from the DO/ASC/ASA/FSCO, or an established SOP in a timely and accurate manner.

 

Administrative:

  • Maintains the contact and residence details of all UNSMS personnel and their eligible dependents, and the contact details of premises and vehicles.
  • Maintains the UN warden lists.
  • Maintains the contact details of the response team emergency services and support structures of host government, local authorities, and other internal and external security elements; companies; direct personnel to the nearest one during times of security or safety incidents.
  • Maintains records and logs of actions and communications undertaken to support security or safety incidents or any other critical communications.
  • Maintains inventory of communication and other equipment assigned to daily work.
  • Maintains Traffic Light System maps/overlays/status boards within the SOC to ensure data remains current.
  • Collect data, prepare, and submit reports, as directed by the most senior security professional.

 

Other:

Perform other duties, as directed by the CSA/ASA/FSCO.

Confidentiality clause

  • Considering that the SOC deals with sensitive and confidential information, all SOC personnel must be discreet, vigilant, attentive and alert during duty hours.
  • Data on UN personnel, their movements, as well as any sensitive information related to the work of staff must remain confidential and must not under any circumstances be published, disclosed, transferred, copied, shared or communicated to unauthorized persons.
  • No information must be transmitted to anyone without the written authorization of the CSA, ASA/FSCO or their replacements.

Any deviation or non-compliance with this clause will result in disciplinary and/or administrative measures which may include the immediate and definitive dismissal of the staff concerned.


Required Skills and Experience

Education:
  • Secondary School.
  • A certificate in Telecommunications, Computer Science or Electrical Engineering is an advantage
Experience:
  • Minimum 4 years of practical experience in the relevant field.
  • Experience with the United Nations System would be an advantage.
  • Work experience related to operational communications and direct interaction with a broad range of clients is an advantage.
