The United Nations Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support, and oversight of the security management system, ensuring maximum security for staff and eligible departments as well as enabling the safest and most efficient conduct of the programs and activities of the United Nations System.

This position is located within the Country Security Operations Centre (CSOC) in Kabul, Afghanistan. The CSOC is part of of the UN Security Management System and the UN Integrated Security Workforce (ISW) in Afghanistan. It is responsible for accounting for all UNSMS Personnel including eligible dependents, conducting security communication systems check, carrying out headcounts of UNSMS personnel, compiling daily situation reports from all security areas and distributing same to authorised recipients, broadcastiong security notifications, advisories, alerts, warning and tracking of UN convoys among others. Under the overall guidance and supervision of the Principal Security Adviser (PSA), Deputy Principal Security Adviser (DPSA)/Chief Security Officer (CSO), Chief Security Information and Operations Centre (CSIOC), and Senior Operations Officer (SOO), the Security Staff Accounting Clerk will report directly to the Country Security Operations Centre Supervisor and will work closely with CSOC operations officers to ensure a timely issuance of correct and updated staff list, figures, deployment map, and group emails. Furthermore, the Security Staff Accounting Clerk will be responsible for information of new arrival and check out personnel are correctly captured to ensure a reliable and up-to-date of UNSMS personnel, and under other tasks as required. Additionally, the Security Staff Accounting Clerk will interact and coordinate with other UNAMA sections/units and UNSMS organisations focal points, and will demonstrate a client-oriented approach, courtesy, tact, and ability to work with people of different nationality and cultural backgrounds.

Duties and Responsibilities

Summary of key functions:

  • Maintain up to date UNSMS personnel list and figures in Afghanistan.
  • Manage and update the security group emails, coordinate all changes with FTS, and perform cross-checking as required.
  • Work in close coordination with NUNV Security Staff Accounting Clerk and provide all relevant data to help produce an updated UN Deployment and Presence map as required.
  •  Follow up with the UNAMA sections/units and AFPs focal points and ensure the updated list and figures are received promptly.
  • Updated check-in and check-out list for new arrivals and departing staff as need

Specific duties and responsibilities:

  • Assist all Security Focal Points of UN AFPs in Afghanistan with all issues related to their respective staff lists and Staff Figures.
  • Consolidated staff lists and staff figures received from UN Organizations into the master list and archive/share the consolidated reports, Staff lists, and figures with the relevant offices.
  • Ensured that soft copies of all consolidated lists/reports are kept/archived in the share drive for future reference.
  • Prepared a list of all UN AFPs that did not submit their staff list and staff figures on time and sent it to relevant offices for further action.
  • Kept track of the staff figures generated from the master staff list in comparison with the daily staff figures and identify any discrepancies and address them to Pass & ID and Staff Accounting Supervisor.
  • Coordinated with Pass & ID to receive updates on staff members’ ID status and reflect the changes on the staff list accordingly.
  • Prepare and submit the Monthly Activity Report for Staff Accounting and submit it to your supervisor in CSOC.
  • Ensure that all additions or deletions in the mailing groups are kept updated.
  • Produce UN presence/deployment map, route risk map, and any other map as required in Arc GIS.
  • Performed such other relevant duties as and may be assigned CSOC officer to assist the NUNV or supervisor of the security communication system.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

4.      Institutional Arrangement

The Security Staff Accounting Clerk will be supervised by the Country Security Operations Centre supervisor and and deputy CSOC supervisor. The organigram is attached.

Required Skills and Experience
Education:
  • Minimum high school diploma/secondary education.
  • A university degree is an advantage.
Experience:
  • Minimum of three years’ working experience in IT or security.

Required Skills:

  • Computer skills with MS Office applications (MS Word, Excel, Access, and Power Point etc.

Desired skills in addition to the competencies covered in the Competencies section

  • Experience in United Nations missions, international peacekeeping, emergency humanitarian operations, private companies, or international organizations is highly desirable.
  • Work experience with the UN or international organisation in security operations function is an advantage.
  • Knowledge of security information management.
  • Basic skills in Power BI, geodatabase data and Arc GIS.

Required Language(s):

  • Fluency in English is required.
  • Fluency in Dari and/or Pashto is required.
