Introduction :

The aim of this tender is to support the SELECT project in developing one eLearning Management System with 5 specific modules/chapters, one for each one of the above-mentioned topics framed under the Programming Inclusive Governance theme. The eLearning’s are key in disseminating knowledge about the developed topics and further enrich understanding amongst the community of practice.

The eLearning aims at capacitating of UNDP and EU officials, Electoral Management Bodies, CSOs and other electoral violence prevention practitioners as well as practitioners in the selected topic areas. The eLearning will further be available as a resource for governance/electoral projects globally, as they may prove valuable to support capacity building at country level.

The modules/chapters should be able to be taken alone, or as a package (one story) under the umbrella of the ‘Inclusive Governance’ workstream, which serves to frame the elearning and its approach. The eLearning should be interactive including quizzes and scenarios etc. A game-based approach is to be explored to facilitate interaction. Finally, the courses should have a strong visual design including videos, infographics, etc
