The ultimate result of this assignment is the timely planning, implementation and coordination of the EU-funded SEMPA Project.

Duties and Responsibilities

General Information: The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. United Nation’s Environment Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This assignment is for the Mediterranean Action Plan (MAP), Athens, Greece, to support the EU-funded project entitled “Bolstering Mediterranean biodiversity and MCPAs for nature “(SEMPA Project), started on 23rd August 2023. The overall objective of the EU-funded SEMPA Project is to enhance and support the implementation of the Integrated Monitoring and Assessment Programme for the Mediterranean Sea and Coast (IMAP) in line with the Decision IG.22/7 of COP19 of the Barcelona Convention (Athens, Greece, February 2016), as well as to support the beneficiary countries’ efforts in further strengthening and better managing the Marine Protected Areas (MPAs), as per Decisions IG.25/11 and IG.25/12 of the COP22 of the Barcelona Convention (Antalya, Türkiye, December 2021). The contribution of SEMPA project is reflected in the implementation of the UNEP/MAP Medium-Term Strategy 2022-2027 (MTS) (Decision IG.25/1), as well as the Programme of Work and Budget for 2024-2025 adopted at COP 23 (Decision IG.26/14). Reporting Lines: The Individual Contractor will work under the direct supervision of the QSR Programme Management Officer, and the overall guidance of the UNEP/MAP Deputy Coordinator. Tasks and Responsibilities: The Individual Contractor is expected to undertake the following tasks and responsibilities: • Supporting the execution, management, monitoring and evaluation of the project. • Working with Contracting Parties, Partners and UNEP/MAP components to facilitate the development, implementation and evaluation of assigned programmes/projects; monitoring and analyzing specific aspects of programme/project development and implementation; reviewing relevant documents and reports; identifying problems and issues to be addressed and recommending corrective actions; liaising with relevant parties; identifying and tracking follow-up actions.

  • Carrying out basic research on selected aspects of programmes, operations and other activities, including collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
  • Providing substantive support for policy coordination and evaluation functions, including the review and analysis of emerging development issues and trends, participating in impact evaluation or equivalent studies.
  • Assisting in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Participating in survey initiatives; issuing data collection tools, reviewing, analyzing and interpreting responses, identifying problems/issues and preparing preliminary conclusions.
  • Contributing to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications.
  • Providing administrative and substantive support to consultative and other meetings, conferences including proposing agenda topics, identifying and proposed participants, preparing background documents and presentations, handling logistics.
  • Undertaking outreach activities; participating in the development of training workshops, seminars, participating in and making presentations on assigned topics/activities.
  • Participating in field missions, including provision of substantive and administrative support, data collection.
  • Supporting activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and preparing related documents/reports (pledging, work programme, programme budget.).
  • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
  • Performing other related duties as required.

Qualifications/special skills

  • Advanced university degree (master’s degree or equivalent) in environmental management or a related field is required. A first-level university degree in combination with two additional years qualifying experience may be accepted in lieu of the advanced university degree. A minimum of two (2) years of progressively responsible experience in project/programme management, administration or related area, especially addressing marine and coastal environment is required. Work experience on project management addressing marine and coastal environment, in particular dealing with issues related to monitoring and assessment in one or more areas (marine litter, contaminants and biodiversity) in the Mediterranean region or any of Mediterranean countries is desirable. One (1) year or more of experience in data analytics or related area is desirable (none if successful YPP or P-1 with a related degree). Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Languages

  • Fluency in English is required (both oral and written).
  • Knowledge of French is desirable.
  • Knowledge of any other Mediterranean region languages is desirable.
