Org. Setting and Reporting
This position is in the Office of Chief Operations and Resources Management (CORM) of the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO). The incumbent will be based in Kinshasa and will report to the Chief Operations and Resources Management. S/he contributes to the implementation of the mission/office mandate by providing the necessary managerial, logistical and administrative support required for the fulfilment of the mandate, including such areas as budget, finance, human resources management, logistics, communications, transport, air operations, etc.
Responsibilities
Within delegated authority, the Senior Administrative Officer will be responsible for the following duties:

• Acts as adviser on management matters pertaining to human resources, budgeting, financial, logistics and general administration, having a good understanding of all functional areas of the Mission Support Division.
• Ensures development, preparation, coordination and monitoring of work plans, strategies and programmes for the administrative activities of the Mission and takes the lead in securing the required human and financial resources.
• Monitors and coordinates planning activities including transition planning.
• In cooperation with other offices of the Mission, plans and forecasts the personnel, financial and logistical requirements of all Mission components.
• Drafts guidelines, reports and correspondence on a wide range of issues for the CORM and ensures that all relevant UN rules and regulations and policies are adhered to.
• Drafts responses to correspondence required from the Office of the CORM on administrative/policy documents.
• Provides advice and assists supervisors on areas of problem solving and dealing with ad-hoc issues that arise and undertakes tasks and special projects, such as Security/Evacuation Plan, welfare activities, etc as requested.
• Undertakes evaluation of support provided by the Mission Support Division to the various parts of the Mission.
• Monitors implementation of Audit/Board of Inquiry recommendations.
• Liaises with the Offices of the Special Representative of the Secretary-General (SRSG), Deputy SRSG and Force Commander as well as Chiefs of Services and Sections on administrative issues/activities.
• Liaises with local authorities, UN / Agencies / Funds and Programmes or other parties on behalf of Mission Support Division.
• Represents CORM at regular meetings with other UN Agencies.
• Reviews all audit observations submitted and drafts appropriate responses in consultation with CORM.
• Supervises the Office of the CORM.
• Performs other duties, as assigned.

Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, human resources management, finance, accounting, or related field. A first- level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience
At least ten (10) years of progressively responsible experience in human resources, budget, finance, logistics, or general administration is required.

Overall experience in all functional areas of the Mission Support Division is required.

Experience in handling complex organizational issues at the international level is desirable.

Experience providing services to or in a field operation of the United Nations Common System or a comparable international organization is desirable.

Previous experience in participating in the closing and opening of UN positions is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required; and knowledge of French is desirable.
