The position is located in the Department Management and Coordination Unit (DMCU) of the Employment Policy, Job Creation and Livelihoods Department (EMPLOYMENT). EMPLOYMENT is responsible for promoting full and productive employment by developing integrated employment, development and skills policies that maximize the employment impact of economic growth, investment and development and which are inclusive, gender-sensitive, productive and sustainable.

At the global level, the Department advocates and promotes policy frameworks and partnerships that aim at generating more quality employment opportunities. At the country level, the objective is to support the ILO constituents to develop, implement and monitor coordinated and context-specific policies and programmes that promote quality job creation through economic diversification and investment strategies, skills development for present and future needs in the labour markets and labour market activation and intermediation that integrate the most vulnerable groups. These include policies and programmes facilitating transition to formality for the large segments of population working and earning their livelihoods in the informal economy and employment and income opportunities in the rural economy.

The DMCU is responsible for supporting the Director of the Department and providing guidance to the Department in all management areas, including programming, financing, human resources and communication. It is also responsible for coordinating interventions, research and the development cooperation portfolio of the Department. The DMCU also provides policy advice, including at the country level and through the Global Accelerator and covers certain research areas that are in demand and not covered by any of the branches.

The position provides critical support to the Department Director and the Employment Policy Advisor and Head of the DMCU Unit in developing, steering, implementing, expanding and monitoring the substantial programme of work of the Department, especially through development cooperation. 

The position reports to the Employment Policy Advisor and Head of the DMCU Unit and is part of the Global Programming Team.

Specific Duties

  • Contribute to and coordinate the development of documents of a conceptual, strategic, and programmatic nature. Support the development and implementation of integrated approaches and programmes across the technical areas covered by the Department and the Cluster, including in support of the Global Accelerator on Jobs and Social Protection for Just Transitions.  
  • Prepare and contribute to the biennial Programme and Budget proposals of the Department and ensure the monitoring of and reporting on the implementation of the Programme and Budget Outcomes falling under the responsibility of the Department. This includes the preparation of, participation in and follow-up to Outcome Coordinating Team (OCT) meetings as well as meetings organized in the context of regular outcome-based workplans (OBW) reviews.
  • Support the Head of the Unit in coordinating the planning and programming of regular budget and associated resources (RBTC, PSI, RBSA), as well as extra-budgetary resources, in the Department, including in the design and appraisal of development cooperation projects. Monitor delivery of all sources of funds and propose appropriate action to management. 
  • Develop, support and oversee the Department’s resource mobilization strategy in close collaboration with the branches including improved coordination, priority-setting and preparation of regular monitoring reports. Engage and maintain close relations and liaison with donors as needed.
  • Design development cooperation projects and programmes, review proposals, revise and submit project proposals and negotiate funding. Provide support and backstopping for the implementation of the Department’s activities related to relevant Country Programme Outcomes and development cooperation projects as needed.
  • Act as the Department’s focal point on evaluation. Plan, coordinate and facilitate project, programme and thematic evaluations in the Department in collaboration with the ILO Evaluation Office. Develop methodologies to enhance monitoring and assessment of the policies, programmes and tools of the Department.
  • Provide and coordinate service to ILO official meetings as well as technical inputs to Office documents (Governing Body papers, International Labour Conference reports, sectoral meetings, technical committees, etc.).
  • Support the Head of DMCU as well as the Department Director and Branch Chiefs on issues related to programming, financing and human resources and liaise with the respective departments. 
  • Represent the Department in technical meetings, at inter-agency, Governing Body, donor or other high-level meetings. 
  • Develop manuals and/or guidance on employment-related topics. Support the organization of Department meetings, Global Technical Team retreats and other important events. Conduct seminars, workshops and technical meetings and training courses, including those linked to the Global Accelerator on Jobs and Social Protection for Just Transitions.
  • Act as Learning Coordinator of the Department, facilitate the strategic partnership between the Department and the International Training Centre in Turin (ITC-ILO), and support the development of the Department’s learning strategy. Oversee and monitor the allocations of the Department’s staff development fund.
  • Perform other relevant duties as assigned.

Generic Duties

  • Responsible for managing a specialised work programme, such as marketing, publications, program development or specific projects.
  • Analyse work procedures and methods and adapt them to present circumstances and situations. Keep up-to-date with technological or other advances in the occupational field. Formulate recommendations and implement measures to introduce new working methods with a view to improving productivity and achieving the objectives of the work programme.
  • Ensure delivery of the work programme in compliance with Office rules and procedures.
  • Develop guidelines on work methods and procedures for the work unit and control the quality of outputs.
  • Represent the work unit in technical, administrative and decision-making meetings.
  • Prepare Programme and Budget proposals for the work unit. Collaborate directly with the supervisor in the management of resources.
  • Manage staff. Plan and determine staffing measures, including replacements, external recruitment and outsourcing of work within budgetary limits in accordance with Office rules and procedures.
  • Prepare periodic briefs and reports on the work unit’s outputs and activities.

Required qualifications

Education

  • Advanced university degree in economics, social sciences, development studies, business administration or other relevant field. A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Experience

  • At least seven years of progressively responsible experience in the field of employment promotion and in the areas of strategic planning and programming, development cooperation and programme management, including at the international level. 

Languages

  • Excellent command of one working language (English, French, Spanish) of the Organization and a working knowledge of a second working language of the Organization.  One of these languages must be English.
