Senior Advisor for Oversight of Regional Activities, Project and Partnerships – WOAH RR Moscow, Russia

WOAH’s headquarters are based in Paris. The Organisation is present on every continent through 13 Regional or Regional Representations. WOAH has 250 staff members, two-thirds of whom are based at headquarters.
This position is located in Moscow.

Under the authority of WOAH Regional Representative for Europe based in Moscow, the Senior advisor for oversight of regional activities, projects and partnerships (hereafter: Senior Advisor) will work in close collaboration with WOAH Sub-regional Representations in Astana and Brussels and the technical departments based at WOAH Headquarters in Paris.

The Senior Advisor is a high-level professional, who will facilitate multi-stakeholder collaboration, and manage regional coordination respectfully to agreed roles and responsibilities of Regional and Sub Regional Representations in Europe. He/she will play a key role in: supporting the WOAH Regional Commission for Europe, and the Regional Core Group, improving coordination of activities of Regional and Sub Regional Representations, related to animal health, animal welfare, veterinary public health and trans-regional cooperation projects in the European Region,coordinate GF-TADs activities,contribute to visibility and positive impact of WOAH’s initiatives through advocacy,  communication and resource mobilisation.Manage projects such as ICG, and any other relevant projects.

1. Support of the Regional Core Group for Europe:
– Actively engage in implementation of regional Multiannual Work Plan Framework, its harmonization and comprehension to current WOAH Strategic Plan, and WOAH Regional annual work program, in close liaison with technical departments in Headquarters and Sub-Regional Representatives, integration of other regional projects, ensuring resource allocation, budget oversee, and alignment with the WOAH’s strategic objectives.

2. Effective GF-TADs Project Coordination:
– Coordinate comprehensive project management of GF-TADs across the region and between partners to improve the implementation of activities related to priority transboundary animal diseases in Europe (e.g. Standing Group of Experts).
– Particular attention to be paid for coordination with partners and operationalization of internal working group of GF-TADs and effective implementation of work plans, in proactive and transparent consultations and coordination with major partners.

3. Coordination of ad hoc activities:
– Facilitate coordination of ad hoc activities with multiple stakeholders, such as the Incident Coordination Group (ICG) and thematic working groups, to address urgent issues and enhance collaborative responses.
– Contribute to projects and activities related to promotion and maintenance of Members’ WOAH official animal health status, in close collaboration with Status Department.

4. Collaboration and visibility:
– Work collaboratively with a range of stakeholders, including EU , EEU, UN agencies (i.e. FAO, UNEP, WHO), and relevant partners, to ensure coordinated efforts, promoting the visibility and positive impact of WOAH’s initiatives.
– Particular attention will be paid for inter-regional coordination, in close collaboration with counterparts in neighbouring regions (e.g. WOAH Representatives, Bureaux).

5. Cooperation with WOAH Delegates and national Focal Points:
– Collaborate closely between Regional and Sur Regional Representatives and Headquarters, to coordinate WOAH activities related to Delegates and their Focal Points from Europe region (e.g. RCG, GF-TADs, trainings, information share, epidemiological events, implementation of current Strategic Plan, including observatory activities, annual program of activities).

6. Strategic liaison with Regional and Sub Regional representations:
– Support strategic engagement with Regional and Sub-Regional Representatives and their teams on region-wide projects, development and implementation of the regional work program, preparation of activity reports, annual report and other relevant information for the Director General.
– Liaise with WOAH offices to ensure coordination of cross-regional activities in conjunction with relevant institutional governing structures (e.g. Bureau, Council, Representations) while maintaining robust communication and collaboration.

7. Monitoring and reporting:
– Manage, monitor and report projects assigned by the Regional Representative in accordance with Headquarters.

8. Any other tasks assigned by the Regional Representative.
