The Senior Advisor Health in Emergencies (Medical) main purpose is to enable NorCross to:
develop and operationalize all medical related aspects of our health in emergency deployments based on needs and in accordance to best practise or evidence-based knowledge and ensure close program alignment and collaboration with Senior Advisor Health in Emergencies (clinical) and global disaster management coordinators and managers.
This position will ensure good understanding and analysis of medical needs in health in emergencies and NorCross’ ability to tailor the medical aspects of the responses based on evidence, needs and context.
The position will contribute to improving national, regional and global preparedness and response systems to crises and emergencies. This includes seeking linkages with disaster preparedness and long-term operations (NorCross and RCRC partners) when designing, running, and phasing out NorCross support. This position will work in close cooperation with the Senior Advisor Health in Emergencies (clinical), so these two positions will work as a team to ensure results.
Key responsibilities
- Define and design medical clinical standards including admission criteria, medical protocols, medical guidelines
- Quality assurance of medical acts performed in the health facilities deployed from the clinical perspective to ensure a holistic approach to the services delivered.
- Contributes to the development of the Operational framework (Health) and is part of the NorCross health network.
- Maintenance, development and preparedness of medical aspects of the surge deployments in health emergencies and health in emergencies in close cooperation with the Senior Advisor Health in Emergencies (Clinical)
- Seeking complementarity, alignment and collaboration with clinical nursing and related public health in emergency initiatives and interventions.
- Provide technical requirement related to medical aspects for the recruitment processes of delegates and to compose clinical team for emergency operations
- Focal point for staff health and technical reference for medical delegates for emergency operations.
- Can be called upon to support NorCross RO/CO, to participate in or lead the Task Force or surge missions and for leading operations.
Qualifications
- Medical doctor with minimum 5 years clinical experience as GP, internal medicine, surgery, anaesthetic, gynaecology, or paediatrics.
- Minimum 5 years of professional, operational experience in health in emergencies and health emergencies with relevant program management or technical advisory roles at field level
- Experience with infection prevention and control
- Experience working on the policy development and provision of relevant trainings
- Experience with project/programme management.
- Experience in project cycle management particularly designing, implementing and managing in complex health in emergencies projects and programmes, both in long-term- and recovery programmes as well as response operations
Skills and knowledge
- Updated knowledge on status and trends in medical aspects of the clinical health in emergencies.
- Interest and ability to increase and gather knowledge in medical aspects of health in emergencies
- Interest and ability to engage with external actors, incl. academia, technology providers, suppliers of equipment and services, to develop approaches, tools, etc.
- Knowledge of WHO Emergency Medical Teams initiative and standards
- Experience and ability to work under stress and support others working under stress
- Understanding of crises and operations management
- Understanding of information technology and how to make use of it for health in emergencies.
- Fluency in English. Willingness to obtain working proficiency in Norwegian. Norwegian skills are an asset.
- Willing to extensive travel in relation with emergency responses.
