Job Summary

Under the general supervision of the Section Chief, Information Governance and Preservation (IGP), the Senior Archives /Records Officer will act as Team leader for the Archives team. He/ She will be responsible for planning, organizing, executing, controlling, and evaluating archives programs at the IMF. The role will focus on strategy and policy development, ensure reference services for internal and external researchers, and set up a digital strategy for the preservation of IMF Archives. This work will be done in close collaboration with relevant teams.

The candidate will lead a team of junior archivists in the analysis and processing of institutional archives. They will supervise the identification, acquisition, processing, preservation, and access of records of permanent value, and contribute to procedures for performing this work.

Potential sub-projects include, but are not limited to:

(1) Leading the activities related to:

  • The evaluation and potential acquisition of a Digital Preservation System
  • Clearing the backlog of unprocessed analog records

(2) Evaluation of current tools and techniques for archiving web sites, as well as conducting an in-depth evaluation of the IMF’s website for records of enduring value.

(3) Conducting an inventory of digital media held by the Archives but not yet cataloged and assisting in drafting procedures for the accession and processing of such digital media.

Major Duties and Responsibilities

  • Manages work programs, policies, and operations for enterprise archives management and reference. Responsible for developing a comprehensive archives management solution and the IT systems linked to it.
  • Develops and oversees the implementation of programs that ensure the accessibility, integrity, authenticity, and security of Fund records throughout their lifecycle and beyond, with the goal of ensuring the permanent preservation of IMF’s archives. Develops and implements archives management best practices in collaboration with IMF departments.
  • Collaborates on the delivery of archives reference services to both the public and internal staff, ensuring compliance with the institution’s archives access and information security policies. Employs professional archival standards in the delivery of reference services to ensure the security and preservation of fragile and/or irreplaceable archival material.
  • Contributes to the development and review of policies, standards, and procedures particularly in the area of archives and digital archives. Provides drafts or comments for memoranda or papers related to these areas. Participates on advisory and working groups to provide expertise and guidance on archival matters.
  • Implements the Fund’s policies on open archives and records management, as well as overseeing the declassification process for sensitive records in the archives. Contributes to the modernization of the Fund archives and facilitates access to its archival holding.
  • Contributes to the management of administrative and capital budgets, assisting the Section Chief in the formulation and monitoring of the Section’s budget.
  • Develops and provides training and outreach plans to ensure effective use of, and compliance with, agreed archival procedures.
  • Ensures adequate tracking and follow-up of the activities of the team, providing support for the overall vision and implementation of the Section objectives.

Minimum Qualifications

  • Completion of (a) an advanced university degree in records management, documents management, archives management, library and information sciences, or related field of study, plus a minimum of 4 years of relevant professional experience, or (b) a bachelor’s degree in a related field plus a minimum of 10 years professional experience working in Archives and Records management is required.
  • Knowledge of international standards and best practices in archives and records management as well as electronic records/archives management principles and systems.
  • Understanding of the records and archives lifecycle and proven ability to apply appropriate technologies to manage electronic information.
  • A solid grasp of technology developments in the archives/records discipline and the ability to innovate and propose new approaches.
  • Experience in implementing and managing a centralized digital archival preservation program in a large organization.
  • Facilitation and conflict management skills coupled with ability to influence key stakeholders.
  • Ability to communicate orally and in writing complex technical ideas to non-technical stakeholders in a manner that is compelling, convincing, and reassuring.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.
