The Kariyarra Aboriginal Corporation (KAC) is a relatively new Prescribed Body Corporate (PBC), which is currently expanding its workforce to accommodate new and exciting roles to support the Kariyarra People in managing their native title rights and interests. About the Kariyarra People

The Kariyarra People mainly live in the towns of Port and South Hedland, as well as neighbouring towns and communities in the Pilbara and Kimberley region including Roebourne, Karratha and Broome in the north-west of Western Australia. Kariyarra country is bound by Ngarla country to the northeast, Nyamal to the east, Palyku to the southeast, Panyjima to the south and Ngarluma to the west.

The KAC is the PBC which holds native title in trust for the Kariyarra People, who are the native title holders of the land and waters covering approximately 17,354 sq km of Australia.

The Kariyarra Determination Area is home to places of special significance to the Kariyarra People, including ceremonial and mythological sites, petroglyphs, archaeological and historic sites of significance as well as other topographic features including permanent pools, major river and estuarine systems such as the Yule and Turner Rivers and natural resources. 

The Role

The primary objective of this role is to manage the organisation’s strategic property assets, fleet and ancillary assets, and general procurement processes of the Corporation for the Kariyarra people and KAC employees in a fair and equitable way to meet the Corporations objectives in a culturally responsible manner. The Senior Asset Officer reports to the Business Development Manager (BDM).

KEY RESPONSIBiLITES AND OBJECTIVES 

Duties include, but are not limited to: 

Property Management

  • Manage all properties within a property compliance register to include property maintenance, management of property for incoming and outgoing tenants, insurance, budgets, building compliance and risk management, rent invoicing and outlining key features for each property.
  • Undertake regular inspections and condition reports of properties to ensure property compliance as per the property register.
  • Liaise with external stakeholders and maintenance professionals to keep properties at a good standard.
  • Adhere to property leasing standards and manage leasing contracts at all stages and negotiate lease terms with new and existing lessors.
  • Make sure all end of lease obligations are met and contracts terminated appropriately.
  • Provide regular reporting and updates of the register to the BDM, CFO and CEO and recommend capital improvements when required.

Tenant liaison

  • Oversight of the Asset Officer and Kariyarra members throughout the tenant application, selection and processing stage to ensure a fair and culturally appropriate service is delivered.
  • Adhere to Kariyarra cultural protocols when liaising with members.
  • Support Kariyarra tenants in working with them to achieve a positive outcome at all times.
  • Work with Kariyarra tenants and oversight of the Asset Officer to collect rental payments and provide assistance in explaining documentation, requirements and expectations of being a tenant of a Kariyarra property.
  • Work with Tenants and the Asset Officer to resolve tenant issues when required.

Maintenance and Asset Management

  • Engage Architectural, Consulting and Building Services to supply appropriate interior fitout and services in existing, new or refurbished premises. 
  • Source, negotiate and review centralised contracts specific to security, cleaning, air conditioning, and other property services. 
  • Assist in trouble shooting and complaint management when required.
  • Provide for refurbishment, planned, ongoing and remedial maintenance services across all properties.
  • Manage an Asset Register for all KAC assets to meet compliance, safety and financial requirements.

Motor Vehicle Fleet Management Responsibilities

  • Provide efficient management of KAC’s fleet of motor vehicles, including monitoring the utilisation of KAC’s fleet of vehicles, arranging the ordering of new vehicles, and liaising with employees regarding their order.
  • Provide overall management of administrative activities relating to fleet management, including the recording of vehicles, taking receipt and the distribution of traffic infringements, ordering fuel cards, and collating data regarding vehicle damage and insurance claims. 
  • When required, source quotes from possible suppliers of fleet vehicles, and draft proposals for the Executives consideration.
  • Obtain an understanding of the terms of existing supplier contracts and advice on these terms when requested.

General Corporation Administration and Logistics

  • Adherence to process, systems and procedures.
  • Ensure high level customer service and satisfaction.
  • Maintain positive working relationships with colleagues, members and service providers.
  • Liaison with members and cultural protocols appropriately.
  • Maintain strict confidentiality and professional approach, when dealing with incoming and outgoing communications (e.g., telephone, electronic, hard copy and in person) both with members and other parties.
  • Ensure compliance with cultural protocols and KAC Policy and Procedures at all times.
  • Participate in performance reviews and professional development as required, including undertaking further training.
  • Oversight of the Asset Officer performance and management.
  • Other duties as directed by the BDM and CEO.

Safety and Compliance

  • Responsibility for the provision of safe, accessible and appropriate KAC property. 
  • Responsibility for the provision of safe and appropriate vehicles. 
  • Participate in the development and review of policies and procedures specific to motor vehicles.                                  
  • In conjunction with WHS officer, and other managers participate in the development of policies and procedures related to Property and other asset matters.

Procurement

  • Investigate, negotiate and manage centralised procurement contracts where there are organisational benefits to be gained e.g., travel, stationery.
  • Where contracts are established implement the requirements of the organisations procurement policy are met.

Selection Criteria

  1. Demonstrated experience in property, vehicle and general asset management and operational administration in a confidential environment;
  2. Demonstrated ability to work independently and flexibly, as well as cooperatively as part of a team;
  3. Project or operational management and support experience;
  4. High level interpersonal skills with the ability to establish and maintain positive and productive relationships with members, major partners and stakeholders;
  5. Ability to work in a busy environment whilst managing conflicting demands;
  6. Ability to think critically and demonstrate initiative;
  7. High level organisational skills and ability to consistently follow-through on tasks in a timely manner; and
  8. Sound knowledge of risk management practices and Health, Safety and Environment requirements.

Desirable: 

  • Computer literacy and proficiency with PC’s/Apple computers including word processing, spreadsheet and data software; and 
  • Experience working with Aboriginal people or in a cross-cultural environment. 

Qualifications and experience required/to be maintained: 

  • A current WA C Class Driver’s Licence; and 
  • Working with children check. 

You may also be required to: 

  • Provide a National Police Check; and 
  • Undertake First Aid and 4WD training.

Location and conditions

The role will be based in South Hedland. A generous salary package including district allowance, rent & utilities subsidies, salary sacrifice, and 8 weeks annual leave will be negotiated for the right person.
