Senior Assistant in Communication and Information Management

The post is based in the Communication and Public Information Unit of the ILO Regional Office for Latin America and the Caribbean, located in Lima, Peru. The Regional Office assumes overall political and management responsibilities for the promotion of ILO principles, policies and priorities on decent work in the region and provides support and strategic guidance to all technical support teams in the offices in the region.

The Communication and Public Information Unit works in the main areas of communication expertise, producing and promoting content, managing external and internal outreach, developing and overseeing ILO branding , and providing support, guidance and advice.

The role of ILO Communication is to strengthen the ILO’s reputation as a knowledge leader in the world of work and to promote ILO research, recommendations and results to strengthen the impact of its collective advocacy for social justice.

Main goal:

As a member of the team, the post holder will provide senior level support in communication and information management and will be responsible for implementing, completing and/or monitoring the delivery of specialized support services. The post holder will work in an efficient, effective and client-oriented manner to support advocacy, awareness raising, media relations, event management, research, publication, documentation and information management activities in accordance with ILO communication strategies at national and/or regional and global levels. The post holder will ensure the proper implementation of rules, regulations, policies, procedures and guidelines on communication and information management. The post holder will also evaluate and provide input for improving the design of communication and information management services and related processes.

The post holder will work under the supervision of the Regional Communication and Public Information Officer. This supervision will focus on facilitating the delivery of services, ensuring that agreed results are achieved and that work is carried out in a coordinated and integrated manner with related services. Assigned tasks will generally be carried out with minimal supervision and the post holder will perform his/her role with a high level of autonomy, particularly operational tasks. Work will be reviewed to check the feasibility of recommendations and the accuracy of final results.

Work relationships:

Internally, the incumbent will liaise with relevant staff and managers in the Regional Office, in the field offices in the Latin America and Caribbean region, in project locations and at Headquarters in order to collaborate on assigned tasks and provide guidance and support to resolve complex issues in accordance with applicable regulations. Contacts will also enable coordination of activities with other units for the delivery of interdependent services. The incumbent will maintain regular contact with Headquarters’ information management services in order to request and receive guidance.

At the external level, the incumbent will primarily liaise with the media, the general public, academic institutions, service providers and counterparts in UN agencies and other international organisations to share information on ILO activities, ensure coordination and follow-up on outstanding issues and the development of communication and information products, and contribute to the resolution of complex communication issues. 

Key Functions and Responsibilities:

  • Undertake and complete the delivery of specialist support services in various areas of communication and information management covering advocacy, awareness raising, media relations, event management, research, publication, documentation and information management. Assist senior management with internal communications of the Office.
  • Keep up to date with ILO issues and developments related to the world of work and national and regional priorities in this regard.
  • Identify communication and information management needs and discuss with relevant staff and managers the requirements needed to carry out specific tasks. Provide support in the design and development of communication and information products to best convey key messages and reach different audiences.
  • Prepare and/or review communication and information products, compiling information from various sources, checking the accuracy of the information and ensuring that the design and layout are correct and comply with applicable regulations.
  • Conduct press reviews and searches for information and news on ILO areas of competence; and disseminate such information to members of the Offices, the Regional Office, Headquarters and other interested parties, as appropriate.
  • Provide documentation services and ensure the maintenance and updating of web pages, databases and content management systems for the Internet, classifying information and ensuring its consistency and compliance with applicable standards. Prepare and update a media distribution/contact list.
  • Compile statistics and analyse data and information from websites and social networks, as well as from other services and applications related to communication and information management.

  • Look for opportunities to promote key messages to different audiences, including the media, and assist in planning and organizing meetings, campaigns and other events.
  • Keep abreast of developments in techniques, tools, standards, guidelines and good practices related to communication and information management, and provide guidance and training to staff to develop their knowledge. Monitor and guide the work of support staff performing tasks related to communication and information management, where appropriate.
  • Evaluate working methods and processes and propose improvements. Assess the impact of changes and make recommendations for follow-up action. Work closely with other administrative areas to ensure that services are designed and run smoothly and efficiently, and make recommendations for improving related processes.
  • Respond to requests for information. Maintain the Office’s documentation centre and ensure efficient filing, retrieval and organization of content, as necessary.
  • Participate in internal and/or United Nations committees and working groups.
  • Perform other related duties as assigned.

Minimum requirements:

Training:

  • Completed secondary education. Training in a field related to communication or information management.

Experience:

  • A minimum of six years’ work experience in office support tasks, with the majority of that period spent providing communication or information management support services.

Languages:

  • Excellent command of the Spanish language. Practical knowledge of the English language.

Knowledge and skills: 

  • Good knowledge of communication and/or information management techniques.
  • Good knowledge of multimedia techniques and platforms.
  • Good knowledge of the development and use of multimedia products.
  • Good knowledge of computer software (in particular word processing, spreadsheets and presentation creation), e.g. Microsoft Office.
  • Knowledge of event planning and organization.
  • Knowledge and understanding of the substantive nature of ILO programmes and activities.
  • Knowledge of methods and techniques required to assess the quality and efficiency of implementation of processes.
