In support of GGGI’s Indonesia Country Program, the Senior Joint Secretariat Associate (JSA) will ensure effective engagement with the Bappenas as the host agency of GGGI in Indonesia and with other relevant government partners and agencies, as well as provide strategic advice to the Country Representative and Senior Management Team (that includes Program Leads and Project Managers) on methods/approaches to effectively strengthen and maintain fruitful engagement with related government agencies in Indonesia. The Senior JSA will advise Output/Project/Thematic Program Leads and Managers to align with Government of Indonesia (GOI) priorities while pursuing GGGI program goals. This position implements and facilitates an effective coordination mechanism amongst government agencies and between government agencies and GGGI. Working closely with GGGI’s Program Leads and Project Managers at each Ministry and/or provinces, the postholder will communicate and coordinate with relevant implementing ministries and provincial agencies, ensuring synergy as well as consistent and clear messaging across all GGP activities. The Senior JSA will have multiple responsibilities and will need to be flexible and responsive to sometimes rapidly changing needs and tight deadlines.
The Senior Joint-Secretariat Associate will work as part of GGGI’s country program, in close collaboration with government partners in the different ministries like Bappenas, the Ministry of Environment and Forestry (KLHK), the Ministry of Finance, the Ministry of Energy and Mineral Resources, the Coordinating Ministry of Maritime Affairs and Investment, etc. with the overall aim towards achievement of Indonesia’s NDC and climate change targets and SDGs.
 The Senior Associate will have the following tasks and duties:
  • Develop and maintain strong working relations with Bappenas and other key government agencies and officials (Echelon 2 and 3), to ensure buy in of the GGP, including identifying and solving issues when they arise to minimize impact towards program results.
  • Develop and maintain strong relations with GGP Steering Committee members and their staff to ensure steering committee members are up to date with the GGP and provide strong guidance to meet program objectives.
  • Develop and implement suitable communication mechanisms and tools to update relevant stakeholders on progress of all GGP activities.
  • Support the Country Representative and Program Leads and Project Managers in obtaining necessary endorsement from GoI partners and (if necessary) other relevant stakeholders.
  • Support the Country Representative and Senior Management Team for resource mobilization, including potential funding identification for the country through engagement with the government and development partners.
  • Develop and maintain strong working relations with development partners to identify resource mobilization opportunities.
  • Support to the analysis, mapping, and identification of potential opportunities with GGGI member countries, and partners, DFI/IFIs, intergovernmental organizations, foundations, NGOs, academia, think tanks and private sector.
Engagement:
  • Identify and engage with important ministries such as Bappenas, Ministry of Environment and Forestry (KLHK), Ministry of Finance, Ministry of Foreign Affair, etc.  to ensure buy in of the GGP.
  • Support GGGI Indonesia office to establish relationship with related key ministries.
  • Update GGP Steering Committee members regarding GGP3 progress.
  • Under the guidance of the Country Representative, develop and maintain active coordination, on a day-to-day basis, with Development Partners and donor agencies.
  • Collaborating closely with regional and global program staff to facilitate engagement with government ministries/agencies.
  • Support the Country Representative and Senior Management Team in coordination with HQ team for joint resource mobilization efforts.
  • Ensure coordination with GGGI colleagues globally and in Indonesia on project developments and donor management.
  • Maintain an overview of the project pipeline, funding opportunities and partnership options in Indonesia.
Delivery:
  • Represent the GGP as a joint cooperative endeavor of GoI and GGGI by maintaining an active and visible presence in and around the joint secretariat office, at steering committee meetings and at program events.
  • Ensure that the joint secretariat is a center point of program-related material and knowledge dissemination.
  • Build awareness about the GGP amongst key stakeholders in Indonesia.
  • Identif potential approaches and strategies to enhance closer collaboration and alignment between GGGI and all key government partners involved in program delivery.
  • Maintain and update, in close collaboration with the Ministry of Development Planning/Bappenas and GGGI Communication team, the GGP webpage on the Bappenas website.
  • Produce, in coordination with Bappenas and GGGI Program Leads and Project Managers, quarterly newsletters about GGP and disseminate to GGP key stakeholders in Indonesia.
  • Prepare GGP workshops and other relevant program events together with relevant program and project teams.
  • Report to Bappenas as GGGI’s key focal point and the broader GGP steering committee as needed.
  • Maintain and update Development Partners and Donors’ database management for the country.
  • Contribute to various documents (or portions of documents) in support of project design and proposal development.
  • Support the Country Representative and Senior Management Team on research information for quality project design and implementation, enriching GGGI’s knowledge platform and knowledge products.
Requirements:
Qualifications:

The successful applicant must demonstrate outstanding professional competence and hold exemplary and relevant academic credentials. Specifically, the application should provide convincing evidence of the following:
  • Bachelor’s degree is highly preferred.
  • At least 5 years of relevant professional experience, including a good working knowledge of government relations and communications.
  • A well-developed network with the GGP counterparts especially at national level.
  • Experience in one or more fields related to green growth, including (but not limited to) environment, energy, infrastructure, or economic development.
  • Proven ability to work in a pro-active way, independently and deliver quality results requiring minimal supervision.
  • Interpersonal savvy and approachability would be an asset.
  • Experience working for International Organizations would be an asset.
  • Proven ability to communicate clearly and effectively in spoken and written Indonesian.
  • Working fluency in English.
